The Great Hydrogen Reality Check: Global Clean Hydrogen Projects Face Mass Cancellations
The clean hydrogen boom is losing steam. In recent months, developers worldwide have scrapped or delayed dozens of low-carbon hydrogen projects, citing weak demand, soaring costs, and corporate strategy shifts. What once looked like the dawn of a new energy era is now being tempered by a sobering dose of market reality.
Strategic Retrenchment Leads the Wave of Cancellations
According to published announcements, strategic shifts account for 48% of the cancelled capacity—some 6 million tonnes per year of hydrogen. Developers who once rushed into bold commitments during the sector’s euphoric early phase are now pivoting back to core businesses, cutting exposure to risky hydrogen ventures in search of more predictable returns. BP and Origin Energy are among those to shelve or abandon projects, citing cost discipline and prioritization of core operations.
Weak Demand, Weak Signals
Another 13% of cancellations stem from a simple truth: demand is weaker than anticipated. Despite rosy forecasts, actual growth has lagged due to low willingness to pay and regulatory uncertainty. Without binding offtake agreements, developers are reluctant to sink billions into projects that lack guaranteed buyers. This reality has hit hardest in export-oriented hydrogen markets such as Australia and the Middle East, where projects rely heavily on overseas demand. Even when offtake agreements exist, high production costs have forced some projects to fold.
Cost Pressures and Policy Gaps
Rystad Energy’s hydrogen and derivatives research suggests that costs for most regions are unlikely to fall meaningfully in the short term. Inflation, untested cost baselines, and the nascency of the industry mean early movers are under intense financial pressure. Government support remains the lifeline: subsidies, grants, and fiscal incentives are crucial for bridging cost gaps. When such support fails—whether due to failed auctions or funding shortfalls—projects vanish from the pipeline.
Policy clarity matters as much as money. The EU’s Renewable Energy Directive III (RED III), with its binding penalties and compliance mechanisms, is beginning to enable more bankable business models. This is why refinery-based green hydrogen projects tied to regulatory mandates are still moving forward, while speculative export projects are collapsing.
Regulatory and Technical Bottlenecks
Beyond economics, the industry faces logistical and regulatory hurdles. Nearly 20 projects have been scrapped due to permitting obstacles, ranging from environmental impact disputes to land-use and water sourcing challenges. Large-scale electrolysis compounds the problem: projects require massive renewable power purchases, and mismatches between power purchase agreements (PPAs) and hydrogen offtake contracts can derail financial feasibility.
From Hype to Hard Lessons
The shift from hype to hard lessons is striking. What began as an era of unbridled optimism has evolved into a period of painful but necessary recalibration. Cancellations and delays are not signs of failure, but of an industry learning the hard way where its limits lie. While enthusiasm cools, countries like India and China continue to announce new projects, showing that momentum is uneven but not entirely lost.
Bottom line: The global hydrogen sector is in a correction phase. To bridge the gap between policy ambition and commercial viability, the industry needs three things—robust government support, clearer market signals, and realistic investment guidance. Without them, hydrogen’s grand promise risks remaining stuck in the realm of ambition rather than execution.
