Brazil Rewrites the Supplement Rulebook

Brazil’s food supplement market just received another regulatory reset. ChemLinked says ANVISA issued Normative Instruction No. 431 on April 2, 2026, updating the positive list of authorized constituents, use limits, health claims, and complementary labeling rules for food supplements. The rule modifies Normative Instruction No. 28 of July 26, 2018, and entered into force on the date of publication. 

That kind of update matters because the supplement category is one of the fastest-moving parts of the food and health market. Ingredient innovation moves quickly, but market growth tends to outpace regulatory clarity. ANVISA’s decision suggests Brazil is trying to keep the legal framework aligned with commercial reality rather than letting older lists and claims standards lag too far behind what companies are actually trying to sell. When a regulator updates the positive list and claims architecture at the same time, it is reshaping both what can go into a product and how that product can be positioned. 

For businesses, the dual effect is immediate. Some products may gain cleaner market access through updated authorized constituents or clearer use limits. Others may face reformulation or relabeling pressure if the new standards narrow flexibility. The update also reinforces the importance of compliance-ready claims strategy. In supplements, companies often compete through functional language as much as through composition. If claims rules move, brand messaging may need to move with them. 

The broader significance is regional. Brazil is one of Latin America’s most important food and health product markets. Changes there often ripple through sourcing, product planning, and market-entry strategies for international suppliers. ANVISA’s new instruction is therefore more than a domestic housekeeping exercise. It is a signal that Brazil wants tighter, more current control over a category where consumer demand is growing fast and regulatory guardrails need to keep up.
