FSANZ Advances Caffeine Permission Changes
Food Standards Australia New Zealand approved Proposal P1056 in April 2026, amending permissions for the use of isolated caffeine in food products. The changes still require final approval by the Food Ministers’ Meeting before becoming mandatory, but the decision is already important for beverage, supplement and functional-food manufacturers.
Caffeine is one of the most commercially valuable functional ingredients in the food and beverage market. Yet it also sits in a sensitive regulatory zone because dose, target consumers, labeling and product format all matter. A caffeine rule is never only about formulation; it is about risk communication and consumer protection.
For energy drinks, functional beverages and performance-positioned foods, clearer caffeine permissions may support innovation. At the same time, tighter or more specific conditions could force companies to adjust product design, serving sizes or labeling language.
The broader significance is that regulators are trying to keep up with fast-moving functional-food categories. Consumers increasingly expect products to deliver energy, focus or performance benefits, but governments want clearer boundaries around safety and responsible use.
