Can foreign wine bought abroad be sold on the shelves?

China's Food Safety Law clearly stipulates that pre-packaged food without Chinese labels, Chinese instructions or labels or instructions does not comply with the provisions of this article shall not be imported. Recently, Wenchang Hengxing Trading Co., Ltd. Hengxing Commercial City was fined 5,100 yuan for imported foreign wine whose labels did not meet the food safety standards. It was introduced that on the morning of March 7, the inspection team of Hainan Provincial Market Supervision Bureau and the law enforcement officers of Wenchang Food and Drug Administration inspected the alcoholic drinks on the first floor of the supermarket in Hengxing Commercial City according to law. Law enforcement officers found that two bottles of "Hennessy V. S. O. P" and "Hennessy X. O" were placed on the shelves of "Famous Tobacco and Liquor Customer Service Center". There was only English label on the bottle label, and there was no information of simplified Chinese and domestic agents.
According to the confession of the parties concerned, the two bottles of wine were purchased and brought back by the shop owner's wife when she traveled to Australia last year. It is impossible to provide the purchase ticket, the supplier's qualification certificate and the product quality inspection report for the two bottles of wine. Recently, Wenchang Food and Drug Administration imposed an administrative penalty on the Hengxing Commercial City of Wenchang Hengxing Trading Co., Ltd., fining 5,100 yuan and confiscating two bottles of wine illegally operated, because the labels of foreign wine did not meet the food safety standards.
