Maize-Subsidy-Policy-Focused-on-Spring-Sowing

In April, despite successive bad news stories in the domestic maize market, the biggest bad news about "American grain import" did not seem to bring too much pressure on the maize market. On the contrary, the voice of rising maize prices came from the ports of Northeast, North China and North and South China one after another. With "grain rain" approaching, the spring sowing of Maize in Northeast China is about to start. The subsidies policies of soybean and maize producers in Heilongjiang, Jilin have been introduced one after another. The domestic maize market has gradually turned its attention to spring sowing. On April 10, the subsidy policy of Jilin Province was promulgated. The subsidy level of corn producers was 86 yuan/mu, down 8 yuan/mu from 2018. The subsidy level of soybean producers was 265 yuan/mu, up 41 yuan/mu from 2018. Heilongjiang Province will appropriately raise the subsidy standard for maize producers on the basis of last year. The subsidy for soybean producers is more than 200 yuan per mu than that for maize producers, and the subsidy for soybean producers is not more than 270 yuan per mu. It is estimated that the subsidy for corn producers should be between 25 and 70 yuan per mu. It is the policy orientation to stabilize maize production and expand soybean planting area appropriately, and pay attention to the influence of subsidy policy on grass-roots planting intention.

Maize sowing is advancing from south to North

According to the regulation of agricultural conditions of the Ministry of Agriculture and Rural Areas, as of April 9, 8.7% of spring maize has been sown in the whole country, which is similar to that of the same period last year. Spring Maize in Ningxia, northern Xinjiang, Chongqing and Eastern Sichuan is in the stage of seeding and emergence to three leaves. It is understood that this year, farmers in the predominant corn-producing areas of Northeast China continue to favor maize cultivation, seeds, fertilizers and so on are ready. From the cost point of view, seed prices are flat, and fertilizers in many fields have increased by 5%-10%, but land rent in arid and poor harvest areas decreased last year. Taking Yushu in Jilin Province as an example, the rent per embankment decreased from 8000 to 9000 yuan to 7000 yuan. As of April 10, 11 main producing areas, such as Heilongjiang and Shandong, had acquired 1.99 million tons of corn, an increase of 8.48 million tons over the same period of last year, and exceeded the total level of 98.31 million tons last year. On the 5th day, the acquisition volume also maintained at more than 3 million tons. At present, some local reserve stores have begun to auction sporadically: on April 11, Hainan bid for 22028.9 tons of provincial reserve maize, all of which were sold off; on April 17, Hubei Province plans to put 20,000 tons of maize.
