Strengthen macro-policy counter-cyclical adjustment of fiscal policy

According to Xinhua News Agency, Xi Jinping, General Secretary of the Central Committee of the Communist Party of China, President of the State, Chairman of the Central Military Commission and Director of the Central Finance and Economics Committee, chaired the fourth meeting of the Central Finance and Economics Committee on the morning of April 22 to study the problem of building a well-off society in an all-round way and the implementation of the spirit of the Central Economic Work Conference. In his important speech at the meeting, Xi Jinping stressed that decisive progress has been made in building a well-off society in an all-round way. We should correctly recognize the shortcomings faced, focus on shortcomings and weaknesses, and carry out precise fortifications. We should be brave in solving problems and be good at solving them, and carry out the spirit of the Central Economic Work Conference.

The meeting heard reports from the National Development and Reform Commission, the State Statistical Bureau, the Ministry of Ecological Environment, the Poverty Alleviation Office of the State Council, the Central Agricultural Office and the Ministry of Agriculture and Rural Affairs on the issue of building a well-off society in an all-round way, and from the National Development and Reform Commission, the Ministry of Industry and Information Technology, the Ministry of Finance and the People's Bank of China on the implementation of the spirit of the Central Economic Work Conference. The meeting pointed out that since the Eighteenth National Congress of the CPC, our Party has made the people's yearning for a better life as its goal of struggle, overcome difficulties, move forward and achieve historic achievements in building a well-off society in an all-round way. Since the Party Central Committee put forward the strategic concept of a well-off society at the beginning of reform and opening up, after successive generations of struggle, China has basically achieved the goal of building a well-off society in an all-round way. At present, there are some shortcomings in building a well-off society in an all-round way, which must be speeded up. In our work, we should grasp the relationship between the overall goal and the individual goal, the absolute standard and the relative standard, and the relationship between quantitative analysis and qualitative judgment. On the basis of scientific assessment of progress, we should carefully sort out the outstanding shortcomings and hard tasks that must be accomplished in building a well-off society in an all-round way, mainly in the areas of the elderly, the disabled and the poor, and the deep poverty-stricken areas. The meeting emphasized that it is less than two years before the end of building a well-off society in an all-round way and that we should concentrate our superior forces to fight the war of annihilation. We should comprehensively accomplish the task of poverty alleviation and tackle the key problems, focus our poverty alleviation work on the deep poverty-stricken areas, and focus on overcoming the Final Fortress facing the "three guarantees" on the basis of the universal realization of "two without worries". We should solve the prominent problems of environmental pollution in key areas, fight the key battles of pollution prevention and control, and achieve the phased goal of 2020. We should speed up the work in the field of people's livelihood, increase investment in compulsory education, basic medical care, housing and drinking water security, child care and old-age care, and solve some urgent practical problems of the masses. We should improve the bottom-pocket mechanism of social security, improve the minimum living security system, ensure that the basic living bottom line is kept. Party committees and governments at all levels should conscientiously fulfill their main responsibilities. Leading cadres at all levels should set their goals, work hard and unite to lead the masses to unremitting struggle. The level of development varies from place to place, and the work at the closing stage of building a well-off society in an all-round way should also have its own emphasis. We should not only run "the last mile" well for building a well-off society in an all-round way, but also take advantage of the momentum to start a new journey of building a socialist modernization country in an all-round way, and achieve the goal of "two hundred years".

The Conference pointed out that the annual Central Economic Work Conference is an important way for the Party Central Committee to lead the economic work. Implementing the spirit of the Central Economic Work Conference is not only the requirement of economic work, but also a major political responsibility. Various departments in various regions have done a lot of work in implementing the spirit of the conference, and the overall effect is good. Some important ideas and measures put forward at the meeting should be refined to highlight the implementation of key work. We should deepen the structural reform of the supply side, consolidate the achievements of "three go, one fall and one supplement", enhance the vitality of micro-subjects, upgrade the level of industrial chain and smooth the national economic cycle. To strengthen counter-cyclical regulation of macroeconomic policies, fiscal policies should be strengthened to improve efficiency, tax reduction and fee reduction should be implemented as soon as possible, monetary policies should be tightened and moderate, timely adjustments and fine-tuning should be made according to changes in economic growth and price situation, and financial support to the real economy should be increased. We should make good use of the three major battles and make every effort to fight in accordance with the planned deployment to ensure that important progress is made. We should promote the reform and opening up to achieve new and significant results, make good use of the high level of openness to force the deepening of reform, and enhance the market-oriented business environment ruled by law. We should seize the new opportunities, accelerate the optimization and upgrading of economic structure, enhance the ability of scientific and technological innovation, deepen reform and opening up, accelerate green development, participate in the reform of global economic governance system, and make more efforts to promote high-quality development.
