According to the website of the Ministry of Commerce, on May 16, the Ministry of Commerce held a regular press conference. The press spokesman rushed to release the recent key work in the field of commerce, and answered the media questions on the spot. The main characteristics of the absorption of foreign capital in the whole country from January to April of 2019 are as follows: 

Firstly, the actual use of foreign capital continues to grow steadily and steadily. From January to April this year, 13,039 new foreign-invested enterprises were set up nationwide; the actual use of foreign capital was 30,524 billion yuan, an increase of 6.4% (US$45.14 billion, an increase of 3.5%) (excluding bank, securities and insurance data, the same below). The actual use of foreign capital in April was 62.95 billion yuan, an increase of 6.3% (US$9.34 billion, an increase of 2.8%).

Secondly, both high-tech manufacturing and high-tech service industries have maintained high growth rates. The actual use of foreign capital in manufacturing industry was 94.38 billion yuan, an increase of 11.4% compared with the same period last year; the actual use of foreign capital in service industry was 205.1 billion yuan, an increase of 4.1% compared with the same period last year. The actual use of foreign capital in high-tech industries increased by 43.1% year on year, accounting for 28.1%. The actual use of foreign capital in high-tech manufacturing industry was 33.411 billion yuan, an increase of 12.3% over the same period last year. Among them, the actual use of foreign capital in electronic and communication equipment manufacturing, computer and office equipment manufacturing increased by 38.7% and 45.8% year on year. The actual use of foreign capital in high-tech service industry was 52.48 billion yuan, an increase of 73.4% over the same period last year. Among them, information service, R&D and design service and technology achievements transformation service increased by 57.4%, 49.1% and 96.3% respectively.

Thirdly, the absorption of foreign capital in the central and western regions and the free trade pilot areas has increased steadily. The actual use of foreign capital in the central region was 22.07 billion yuan, an increase of 4.5% over the same period of last year, while that in the western region was 21.16 billion yuan, an increase of 9.6% over the same period of last year. The actual use of foreign capital in the FTA pilot area increased by 11.8% over the same period last year, accounting for 11.9%.

Fourthly, the growth rate of investment in the main sources of investment has not decreased. Among the main sources of investment, Hong Kong, Korea, Japan, the United States and Germany increased their investment in China by 3.9%, 114.1%, 3%, 24.3% and 101.1%, respectively, while the EU's actual investment in foreign capital increased by 17.7% year on year (including through free port investment data). From January to April 2019, a total of 2608 overseas enterprises from 148 countries and regions in the world were invested in non-financial foreign direct investment, with a cumulative investment of 23.34 billion yuan ($34.64 billion), an increase of 3.3% over the same period of last year. From January to April, the turnover of foreign contracted projects was 30.28 billion yuan (44.95 billion US dollars), an increase of 6.4% over the same period of last year, and the newly signed contracts were 44.91 billion yuan (66.65 billion US dollars), an increase of 15.2% over the same period of last year. Foreign labor cooperation dispatched 153,000 workers of all kinds, an increase of 25,000 over the same period last year. At the end of April, 977,000 workers of various types were employed abroad, a decrease of 0.5 million compared with the same period last year. From January to April, China's foreign investment cooperation maintained steady, orderly and healthy development. The main features are as follows:

Firstly, actively promote the investment cooperation of "one belt and one road". In the first 4 months of this year, Chinese enterprises have added new investment to 50 countries along the "one belt and one road", totaling 4 billion 610 million US dollars, accounting for 13.3% of the total amount of the same period. The total number of new contracted projects contracted by the countries along the "one belt and one road" amount to US $40 billion 430 million, which accounts for 60.7% of the total period of the same period, up 40.2% from the same period last year, and the total turnover is 25 billion 150 million US dollars, representing 56% of the total period of the same period, an increase of 3.9% over the same period.

Secondly, continuous optimization and diversification of the structure of foreign investment. In the first four months of this year, my investment in Asia, Europe, North America and Africa increased by 9.5%, 8.1%, 8.3% and 40.2% respectively, including 88.8% in 16 countries of Central and Eastern Europe. Foreign investment mainly flows to leasing and business services, manufacturing, information transmission/software and information technology services, wholesale and retail industries and construction industries, accounting for 25.8%, 19.7%, 11.6%, 8.6% and 7.9%, respectively. Outward investment in information transmission/software and information technology services, construction and manufacturing increased by 74.3%, 44.7% and 18% respectively. There are no new investment projects in real estate, sports and entertainment industries.

Thirdly, there are many large projects contracted to foreign countries, which will promote the economic and social development of the host country and realize mutual benefit and win-win situation. From January to April, 243 projects with a contractual value of more than 50 million US dollars were newly signed, 29 more than the same period last year, accounting for 83% of the total contractual value. The newly contracted projects mainly concentrate on Power Engineering construction, transportation construction and general construction, accounting for nearly 70% of the total, effectively improving the living and infrastructure conditions of the host country.

From January to April 2019, 1573 new and merger-and-acquisition foreign investment enterprises were established by relevant competent authorities, with a contractual investment of 30.96 billion US dollars. Among them, 1568 non-financial foreign investment enterprises were newly established and merged, with Chinese agreed investment of US$304.2 billion; 5 financial foreign investment enterprises were newly established and merged, with Chinese agreed investment of US$540 million. Relevant competent authorities handle four foreign investment enterprises in capital-raising finance, with an agreed investment of US$430 million by the Chinese side.
