Establishment of a basic territorial spatial planning system in 2020

In 2020, China will basically establish a territorial spatial planning system, initially forming a "map" for development and protection. Recently, the Central Committee of the Communist Party of China and the State Council issued a number of opinions on establishing a territorial spatial planning system and supervising its implementation (hereinafter referred to as "opinions"). It is suggested that by 2020, a basic territorial spatial planning system should be established and "multi-integration" should be gradually realized. We have basically completed the compilation of overall land and space planning at all levels above cities and counties, and initially formed a "map" for the development and protection of national land and space.
Overall objective
By 2020, we will basically establish a territorial spatial planning system, gradually establish a "multi-conformity" planning approval system, implementation supervision system, regulatory policy system and technical standard system, basically complete the preparation of territorial spatial master planning at all levels above the city and county level, and initially form a "map" of national territorial spatial development and protection.
By 2025, we will improve the system of laws, regulations, policies and technical standards for territorial spatial planning, implement the mechanism of monitoring, early warning and performance appraisal of territorial space in an all-round way, and form a system of development and protection of territorial space based on territorial spatial planning and by means of unified use control.
By 2035, we will comprehensively upgrade the modernization level of the territorial spatial governance system and governance capacity, and basically form a territorial spatial pattern featuring intensive and efficient production space, moderate living space, beautiful ecological space, safety, harmony, competitiveness and sustainable development.
Defines the key points of the compilation of the overall territorial space planning at all levels
Opinions put forward that the national territorial space planning is the overall arrangement for the national territorial space, is the policy and general outline for the protection, development, utilization and restoration of the national territorial space, with emphasis on strategy, and is organized by the Ministry of Natural Resources in conjunction with relevant departments, and issued after approval by the Central Committee of the Party and the State Council.
Provincial territorial spatial planning is the implementation of national territorial spatial planning, guiding the formulation of municipal and county territorial spatial planning, focusing on coordination. It is organized by provincial governments and submitted to the State Council for examination and approval after deliberation by the Standing Committee of the People's Congress at the same level.
Urban, county and township territorial spatial planning is the detailed implementation of the higher level government's territorial spatial planning requirements, and is the specific arrangement for the development and protection of the administrative region, focusing on implementation.
The master plan of urban territorial space, which needs to be submitted to the State Council for examination and approval, is compiled by the municipal government and submitted to the State Council for examination and approval by the provincial government after deliberation by the Standing Committee of the People's Congress at the same level.
Other cities, counties and towns'land and spatial planning shall be formulated by provincial governments in accordance with local conditions, and the contents and procedures for planning approval shall be clearly defined. Local governments can combine urban and county land spatial planning with township land spatial planning according to local conditions, or several townships can compile township-level land spatial planning for units.
Strengthen the guiding and binding role of special planning
According to the opinions, special planning of coastal zone, natural protection area and land and space planning across administrative regions or river basins shall be organized and compiled by the competent department of natural resources in the region or at the higher level, and submitted to the government at the same level for approval.
Special plans for a certain area of space utilization, such as infrastructure such as transportation, energy, water conservancy, agriculture, information and municipal administration, public service facilities, military facilities, as well as special plans for ecological environment protection, cultural relics protection, forestry and grassland, shall be organized and compiled by relevant competent departments.
The relevant special plans can be compiled at the national, provincial, municipal and county levels, and the types and accuracy of the special plans can be selected according to the actual situation.
In the opinion of the detailed planning is formulated in cities and counties and below. The detailed planning is an implementing arrangement for the specific land use and the intensity of development and construction. It is the legal basis for carrying out land and space development and protection activities, implementing land and space use control, issuing planning permission for urban and rural construction projects, and carrying out various construction projects. Detailed planning within the boundaries of urban development shall be organized and compiled by the municipal and county natural resources authorities and submitted to the governments at the same level for examination and approval.
In rural areas outside the urban development boundary, the township government shall organize one or more administrative villages to draw up a practical multi-unified village plan for detailed planning, which shall be submitted to the government at the next higher level for approval.
