The inspection team found that there were 30 potential problems and suspected violations of laws and regulations in Zhijiang Company, 11 of which were major accident risks. The provincial security office has handed over potential problems to Suining for verification and treatment. The provincial production safety supervision and law enforcement team has ordered the company to temporarily suspend production and rectify, and further investigate and deal with its suspected violations of laws and regulations.'Suining Emergency Management Bureau has been ordered to temporarily withhold its production safety license. "There are dozens of raw and auxiliary materials and intermediates involved in the production process of the company, including some dangerous chemicals such as liquid ammonia, methanol and other key supervision. However, the company's material management is chaotic, for example, six of the eight tanks in the tank farm have inconsistent material identification and design, and the site personnel are not clear about the source and direction of the material. That is to say, the information about what materials the workers took, where they sent them, what materials were added to the reactor, and how many additional materials were incomplete. In addition, most of the operations were completed manually. There is a possibility that the incorrect materials will lead to a major explosion accident similar to last year's "7.12" Ibin Hengda Science and Technology Company. Jiang Wenwei said.

In addition to raw materials, the management of intermediate products in Zhijiang Company is also chaotic. "Most of the intermediate products in the warehouse use use use the company's own number, but the warehouse managers are not fully clear about the specific name, composition, date of production, hazards of some of the numbered intermediate products, which may cause combustion and explosion accidents in the follow-up process." Law enforcement officers involved in the inspection told reporters. The inspection team also found that Zhijiang Company had extensive management of production process.

According to the relevant regulations, chemical enterprises need to change their processes, submit application for change to the competent authorities, and make changes in design and filing. The installation of process equipment also needs to be carried out by qualified specialized agencies. However, Zhijiang Company has not fulfilled the corresponding formalities and constructed the liquid ammonia vaporization unit directly outside the workshop, which involves toxicity and flammability, thus artificially increasing and enlarging the safety risk. In addition, there are some major defects in the operating procedures of some important posts. Some operators were asked by the inspection team when the upper limit of temperature and pressure in the reactor was not even answered.

The relevant person in charge of the law enforcement inspection group indicated that some problems found in the inspection reflected the mentality of "attaching importance to production rather than safety" of the responsible persons of enterprises.

"The company has the situation of catching up with the schedule and over-design production." The person in charge introduced that in order to make greater profits, a certain reactor of the company was designed for 4 units, actually 6 units; the project acceptance evaluation report indicated that the reaction temperature of dioxane was 70-80 degrees Celsius, but the actual production process control temperature of the company was far higher than that temperature; the company's reconstruction and expansion project (phase II) was not approved first.

On the other hand, the company's security investment is far from enough. For example, leak detection and alarm devices and explosion-proof electrical equipment are not installed and used in accordance with national standards, and only one flammable gas probe is installed on the site of No. 1 warehouse. As a fine chemical enterprise, the main process parameters such as temperature and pressure are not automatically detected, information transmitted, continuous recording and automatic alarm and control in strict accordance with the requirements of the state. The hidden danger is very prominent.

Zhijiang Company is not a case in point. The briefing pointed out that the case reflected the low intrinsic safety level of some fine chemical enterprises in our province, the inadequate safety management, the local government and enterprises eager for quick success and instant benefit, the obvious mentality of "making quick money" and the prominent problem of "asking for money but not life". The circular calls for all relevant departments and enterprises at all levels to attach great importance to it, draw lessons from it, take precautions from it, consolidate the responsibility for safe production, strengthen supervision and law enforcement, and do a good job in all aspects of safe production so as to ensure that no major production safety accidents occur.
