[Status Quo]

By 2016, Jiangxi had 90 industrial parks, 17 development zones, 73 provincial-level development zones and 4 special customs supervision zones. In terms of the number of development zones, Jiangxi can be ranked the 5th, but the strength of these development zones is relatively weak, and there are problems such as large but not strong, serious industrial overlap, and unreasonable resource allocation. The reform in Jiangxi aims at promoting the transformation and upgrading of the development zone and promoting industrial agglomeration.

 

Recently, jiangxi province issued a guideline, pointing out that in principle, there should be no more than one development zone per county, and all development zones should be integrated and optimized.

 

According to the guideline, each development zone should focus on one primary industry and 2-3 main industries, and each provincial development zone should focus on one primary industry and 1-2 main industries. The industry should focus on the integration of multiple development subjects in the same county, and of development parks not included in the national development zone catalogue.

 

[Policies]

Jiangxi provincial government has issued a policy requiring that in addition to projects under construction, heavy chemical projects are prohibited from the Yangtze River, Ganjiang River, Fuhe River, Xinjiang River, Raohe River, Xiuhe River, and the surrounding area of Poyang lake; heavy industrial parks are prohibited in the surrounding area of 5 kilometers within the above regions.
