As an important pillar industry of Shandong Province, the chemical industry has formed an industrial system with petroleum chemical industry, coal chemical industry, salt chemical industry as the main body, petroleum processing, chemical fertilizer, inorganic chemical industry, organic chemical industry, rubber processing and fine chemical industry mutually supporting, which is an important carrier for industrial development of Shandong Province and an important force for expanding regional economy.


There are many chemical industrial parks

In recent years, the number and scale of chemical industry parks in Shandong Province have been increasing continuously. According to statistics, there are 452 parks in the province, among which 152 are economic development zones or industrial parks recognized by commercial departments, 21 high-tech zones recognized by science and technology departments and 279 parks recognized by cities and counties.


The chemical industrial parks in Shandong Province are mainly identified by the cities and counties themselves, with a large number of chemical industrial parks. After preliminary investigation, there are 239 chemical industry parks (concentration areas), among which Zibo has the largest number of chemical industry parks (concentration areas) with 22, and Qingdao has the least number with only 3. At present, 128 chemical industrial parks are planned to be preserved in each city.


Through thorough investigation, there are 9505 chemical production enterprises in the whole province. At present, there are 1645 chemical production enterprises in 128 chemical industrial parks, accounting for 17% of all chemical production enterprises in the province.


There are various types of chemical industrial parks, with various development forms.

After years of development and combining with the current situation of chemical industry in various cities, chemical parks with their own characteristics have been formed, covering all categories of chemical industry, such as petrochemical engineering, coal chemical industry, fine chemical engineering and rubber processing, and some specialized chemical parks in the field of fertilizer, paint and coating, and pesticide.


After years of cultivation and guidance, the development of chemical industry parks in Shandong province has taken various forms. There are upstream and downstream integrated development parks relying on large-scale chemical enterprises. Large chemical industry groups have formed chemical industry parks with enterprise groups as the main body due to their own development needs; there are similar industrial clusters, mainly in some professional chemical parks. In addition, with the requirements of withdrawing chemical enterprises from cities into specialized parks, all kinds of chemical enterprises enter the park in the same area.


Many villages and schools near the chemical industry park need to be moved.

According to statistics, there are 230 chemical enterprises in Shandong province. Two hundred and ninety-six villages, fifty schools and many township hospitals and other units near chemical parks need to be moved away.

 

[Policies]

As a major chemical industry province, Shandong Province has promoted the transformation and agglomeration of the chemical industry, and cleaned up and rectified the existing 199 chemical industry parks within the province. At present, 93 chemical industrial parks have been declared, but the local government has confirmed that the total number of chemical industrial parks will be limited to 85. By the end of 2025, all hazardous chemical enterprises will be moved into chemical industry parks.
