[Status Quo]

At present, there are 31 chemical industry parks in Shaanxi province, including 15 in Yulin, 7 in Yan’an, 4 in Weinan, 3 in Xianyang, 1 in Baoji and 1 in Hancheng.


Among these chemical industrial parks, 22 are in northern and 9 are in central Shaanxi. Relying on abundant local coal, petroleum, rock salt and other resources, coal chemical industry, petrochemical industry, salt chemical industry, fine chemical industry and other industries have obvious advantages and characteristics, and become the main engine of the development of the park.


The nine parks in central Shaanxi are not only large state-owned enterprises that mainly produce chemical fertilizers, coke, methanol, coal-to-olefin and fine chemicals, but also small and medium-sized private enterprises that mainly rely on the large surrounding enterprises for further processing.

 

[Policies]

A few days ago, Shaanxi issued a revised environmental protection plan, adding the content of chemical industry parks. It clearly pointed out that new chemical industry parks are forbidden to build in central Shaanxi, and further inspection of existing chemical industry parks would be carried out.


A few days ago, Xi’an local government issued a work plan, which clearly pointed out that the new production capacity of coking, cement, casting, steel and other industries is strictly prohibited, and encouraged energy-intensive and high-emission enterprises to carry out technological transformation and upgrading. At the same time, new chemical industry parks will be banned, and the relocation and renovation of hazardous chemical enterprises will be carried out according to the plan.
