At present, the "notification commitment system" of small workshops in Harbin is based on the approval principle of "low-risk food categories as commitments, high-risk food categories as exceptions". The "notification commitment system" is applied to 11 categories of low-risk food categories such as food processed products, and 7 categories of high-risk food such as vegetable oil are processed according to the original approval requirements.

According to Zhang Meng, head of the food production and operation window of the administrative approval service hall of Xiangfang District Market Supervision Bureau, the approval process of small workshop has changed from the original submission of written materials, on-site verification and certification to the enterprise's self-determination commitment notification system. After signing the commitment notification, the food production and processing on-site is small. Workshop approval certificate, follow-up on-site verification, working time changed from the original 8 working days to on-site certification. It is reported that the Harbin Municipal Market Regulatory Bureau will gradually incorporate high-risk food categories into the small workshop "notification commitment system" for approval.
