According to the provisions of the Air Pollution Prevention and Control Law, local governments at or above the county level should start emergency plans in time according to the warning level of heavily polluted weather, and take emergency measures such as ordering relevant enterprises to stop production or limit production according to emergency needs. At present, the Ministry of Ecology and Environment is formulating technical guidelines for emergency emission reduction measures in key industries of heavy polluted weather in order to guide local governments to cope with heavy polluted weather.

The Opinion puts forward that by the end of 2020, significant progress has been made in the transformation of ultra-low emissions of steel enterprises in key regions, striving to complete the transformation of about 60% of production capacity, and promoting the transformation of ultra-low emissions of steel enterprises in other regions in an orderly manner; by the end of 2025, the transformation of ultra-low emissions of steel enterprises in key regions will be basically completed, and more than 80% of production capacity will be achieved in the whole country. Renovation.

At present, the transformation of ultra-low emission in iron and steel industry is still accelerating, but iron and steel enterprises are also facing a dilemma, there are some concerns.

The head of environmental protection department of the above-mentioned iron and steel enterprises told the reporter of Economic Observation Network: "On the one hand, it is impossible to reform without investing money, we have no choice but to invest under the big policy environment, otherwise we will be shut down; on the other hand, if we invest a lot of money, the effect will not appear so quickly, because of the market, operation, cost and so on. Liu Bingjiang said, "We must not allow enterprises with low environmental protection level, low investment and high environmental protection level and large investment to compete in the same environment. If there is such a phenomenon, it is the dereliction of duty in supervision, which is inconsistent with the principle of fair supervision. We are not only concerned about the excess capacity of iron and steel, but also about the adequacy of clean capacity. If the government regulation can not let the enterprises with high environmental performance produce more and earn more money, it is not the real supervision.
