A series of detailed measures for stabilizing foreign trade have been introduced

Reporters have recently learned that a series of detailed measures for stabilizing foreign trade are being proposed. Under the current situation, in order to stabilize foreign trade, relevant departments have formulated a series of specific policies and measures for stabilizing foreign trade, including revising the catalogue of imported technologies and products, expanding diversified channels for importing key components and advanced technology and equipment, further expanding pilot projects of cross-border e-commerce comprehensive test zones, and launching the third batch of import trade as soon as possible. Demonstration area, etc.
Revise the catalogue of imported technologies and products
"The revision of the catalogue of imported technologies and products is mainly based on the production needs of domestic enterprises. Liang Ming, director of the Institute of Foreign Trade, Research Institute of International Trade and Economic Cooperation, Ministry of Commerce, told China Securities News that the current domestic industrial upgrading and product upgrading are accelerating, and some high-end technology and high-tech products will be in short supply. To increase imports of such products, it is necessary to revise the catalogue of imported technologies and products. 。 "It can be seen that in recent years, the catalogue of imported technologies and products is being adjusted irregularly." Yang Xuetong, executive vice president of China Machinery Industry Federation, told China Securities News recently that the key point of revising the catalogue of imported technology and products is to fill in the shortcomings. It is expected that imports of key parts and equipment such as manufacturing and inspection will continue to increase. Expanding the import of these products can make up for the shortcomings of domestic industries, promote Chinese enterprises to participate in the global division of labor, accelerate the process of internationalization and achieve win-win trade. "Implementing the Green Channel Plan for the import of key technologies, adopting a series of measures such as reducing tariffs, improving customs clearance and facilitating the use of remittances."
Under the current trade situation, helping enterprises expand the import channels of key components and advanced technology and equipment, and allowing enterprises to diversify their choice of such products and technology imports is one of the next policy-oriented priorities.
Expanding the pilot scope of cross-border e-commerce comprehensive pilot area
Industry insiders revealed that a number of pilot cities of cross-border e-commerce comprehensive pilot area are expected to be added in the second half of the year. For the e-commerce retail export in the cross-border e-commerce comprehensive pilot area, the relevant departments will issue a more convenient method for enterprise income tax verification and levy. According to the data of the Ministry of Commerce, there are 35 comprehensive test zones for cross-border e-commerce in China.
"Further expansion of the pilot cross-border e-commerce comprehensive pilot area will be examined and approved according to the local industrial base and local wishes." Liang Ming said that if the local industry has a strong foundation and certain industrial conditions, it can apply for the construction of cross-border e-commerce comprehensive pilot zone. It is worth noting that the list of imported goods for cross-border e-commerce retailers will also be adjusted and expanded. Zhao Ping, director of the International Trade Research Department of the Institute of China Association for the Promotion of Trade, told China Securities News that the adjustment and expansion of the import list of cross-border e-commerce and retail trade mainly focused on consumer goods, especially food, cosmetics and health products. "Next, the list will increase imports of these three categories of goods. The addition of the above-mentioned commodity segments to the list will be exempt from registration and will facilitate trade facilitation.
Launched the third batch of import trade demonstration zones
At present, China has established four national import trade promotion innovation demonstration zones, which are distributed in Shanghai, Tianjin, Suzhou and Ningbo. Bai Ming, deputy director of the International Market Research Institute of the Academy of Commerce, Ministry of Commerce, told China Securities News that at present, the four countries'demonstration zones of import trade promotion and innovation are mainly concentrated in East China, Guangdong and Hainan in South China, and Chongqing, Chengdu and Xi'an in the western region, which also have strong science and technology acceptance capacity, and may become import trade. Promoting the goal of expanding the scope of innovation demonstration zones.
Zhao Ping believes that it is necessary to achieve a good overlap of the policies of the Export Trade Promotion Innovation Demonstration Zone and the Free Trade Pilot Zone so as to better play the leading role of the Free Trade Pilot Zone in opening up and the engine role in promoting foreign trade growth.
