Ministry of Natural Resources: Third Land Survey completed by 2020

Regular land survey is an important statutory system in China. The third national land survey is expected to be completed by 2020. In order to ensure the authenticity, accuracy and reliability of the data obtained from the "three surveys", the National Natural Resources Inspection Agency recently conducted a spot check with the Office of the Third National Land Survey Leading Group of the State Council. At the news conference held by the State New Office on the 16th, the Ministry of Natural Resources briefed the inspectors and announced 20 typical cases. Chen Dunzhao, deputy inspector of natural resources of the Ministry of Natural Resources, introduced that there were three problems from the perspective of the responsible subjects of 20 typical cases. At the provincial level, there are one problem. The work of the "three dispatches" in Qinghai Province is not well supervised and the progress of the work is slow. There are two problems of fraud in local natural resources departments and grass-roots governments. In the work of "three tunes" in Hengshan District of Yulin City, Shaanxi Province, the operating units of China Coal Aerial Survey and Remote Sensing Group Co., Ltd. and Northwest Comprehensive Survey and Design Research Institute did not strictly fulfill their responsibilities. Hengshan Branch of Yulin Natural Resources and Planning Bureau fraudulently conducted random checks at the municipal level. The government of Xiatang Town, Changfeng County, Anhui Province, made a fraud to eradicate crop alteration sites and intend to investigate cultivated land as construction land. In addition, the investigation of the "three-tune" operation units is not true, and the local "three-tune" audit is not strict, involving 17 problems, such as the falsely investigated area of 37.4 million mu in Huarong County, Hunan Province, the negligence of the "three-tune" operation in Huarong County, and the inadequate supervision and rectification of the "three-tune" operation in Yueyang City. The main task of the Third National Land Survey is to find out the state of land resources and utilization in the whole country, systematically refine and improve the basic national land data. Wang Guanghua, Vice Minister of the Ministry of Natural Resources, said that up to now, 2 873 county-level investigation units have completed the field investigation and quality self-examination, and 2810 county-level survey results have been reported to provincial level for provincial verification. Among them, 326 county-level survey results have passed provincial inspection, reported to the state, prepared or are carrying out national verification. From now on to the end of September, the focus of work shifted to the rectification of verification and discovery problems.
