Suggestions on Quickening the Promotion and Application of Waterborne Coatings

With the development of technology in recent years, waterborne coatings have achieved or even exceeded the traditional organic solvent coatings (paints) in many fields. Expanding the promotion of water-borne coatings to replace organic solvent-based coatings containing toxic and harmful substances is an important way to achieve energy saving and emission reduction in the paint industry. It is an important way to solve the problem of air pollution, protect people's health and reduce the consumption of fossil resources. The proportion is still not very high. Therefore, we boldly put forward some suggestions for water-borne coatings.
Firstly, we should speed up the popularization of waterborne coatings in civil steel structure and furniture wood industry. Resource conservation, environmental friendliness and green sustainability are the main trends of the development of the world coatings industry. Developed countries such as Europe, the United States and Japan have placed the development of waterborne coatings in a prominent position. As the civil steel structure and furniture wood industry belongs to the field of light anti-corrosion, water-borne coatings technically can fully meet the requirements of product performance and decorative appearance. In developed countries, the proportion of waterborne coatings in these fields is generally over 50%. China is a big producer of steel structure and wood products. It is of great practical significance to increase the promotion of waterborne coatings. Especially spraying construction of steel structure products is often carried out in open places. It is difficult to achieve VOCs organized emission and effective control. The air pollution problem is prominent. It is urgent for the state to support and guide enterprises to speed up the pace of replacing organic solvent-based coatings with water-based coatings.
The second is to study and formulate compulsory application standards for water-borne coatings and other environmentally friendly coatings in steel structure industry. Relevant departments will take the lead in formulating and promulgating mandatory standards for the use of water-based coatings and other environmentally friendly coatings in the steel structure industry, prohibiting the use of organic solvent-based coatings, and studying and formulating relevant supporting policies for environmental protection, finance and taxation.
Third, to study and formulate the road map for the promotion and application of environmental friendly coatings such as water-borne coatings in wood furniture industry. The relevant departments of the State shall formulate action plans, clarify the timetable and road map for the popularization and application of waterborne coatings, phase out high VOCs emission products such as organic solvent nitrowood paint, and study the implementation of negative inventory system in the management of coatings construction projects. Through the policy support of technical reform subsidy, tax relief and financial discount, we will support enterprises to reform painting production lines, build environmental protection painting demonstration lines, demonstration bases and training and education bases for painting technicians.
Fourth is to play the guiding role of government procurement. Water-borne coatings and other environmentally friendly coatings are included in the government procurement catalogue. Water-borne coatings and other environmentally friendly coatings are prioritized in the government procurement list. Water-borne coatings are used instead of organic solvent-based coatings as far as possible in government procurement projects with qualifications. Fifth, formulate the standard system of waterborne coatings and create a good development environment. Give full play to the industry's initiative, research and formulate water-borne paint production, waste treatment and other related standards and testing specifications. Simplify the construction approval and operation standards of water-borne coatings projects, and cancel the mandatory requirement that water-borne coatings projects must enter the chemical industry park. Make clear that water-borne coatings are non-hazardous chemicals, and improve the relevant management regulations. For steel and furniture enterprises using water-borne coatings, the procedure of EIA is simplified, the mode of production supervision is optimized, and the burden of enterprises is reduced on the premise of meeting the emission standards. At the same time, we should strengthen market supervision, maintain fair and just market order, crack down on fake and inferior products and fraud, and create a good market environment.
