This place 'inverted' 800 million yuan to close the chemical industry park

A few days ago, the second 75-metre-high ammonia cooling tower of Jiangyan Chemical Fertilizer Company collapsed in the chemical concentration zone of Jiangyan Economic Development Zone in Jiangsu Province, and the staff orderly and efficiently directed the machinery to dismantle the remaining tower base. It is reported that Jiangyan Chemical Fertilizer Company was reorganized and put into operation on the basis of the former Jiangyan Chemical Fertilizer Plant 20 years ago, covering an area of 200,000 square meters. The two cooling towers in the company's ammonia synthesis project are the landmark buildings with a history of more than 40 years in the west of Jiangyan City. On January 21 this year, the first cooling tower was demolished directionally in Jiangyan District. Nowadays, the two towers have all fallen down, marking the formal withdrawal of the chemical concentration zone from the historical stage of Jiangyan.
According to the introduction, as early as 2007, Jiangyan Economic Development Zone set up a chemical concentration zone (chemical park) with a planned area of nearly 1000 mu with the approval of its superiors. At the beginning of its establishment, the Chemical Industry Concentration Zone was located in a remote area of the development zone, which directly led thousands of local people to find jobs at their doorsteps. In recent years, with the westward March of Jiangyan city and the integration of Hailing, many ecological districts have been created around it, making the development zone a new town in the west of Jiangyan.
Residents living in the new town have a higher pursuit of the surrounding environment and a better life, so it is urgent to demolish and relocate the chemical park. Based on the multiple pressures of maintaining growth, food and stability, the closure of chemical industry parks will bring about a sharp reduction in tax revenue, and compensate nearly 800 million yuan, which is too difficult to resist. Whether it's "wait and see" or "do it immediately", there have been different voices about Jiangyan's "reduction".
"The whole region should face up to the difficulties and make every effort to promote the closure, relocation, transformation and upgrading of chemical production enterprises in the development zone with greater determination, higher standards and tougher measures." At an important meeting held at the end of 2017, Li Wenzhao, Secretary of Jiangyan District Party Committee, demanded that all efforts should be made to the end, and that a battle be waged to eliminate backward production capacity and achieve green and sustainable development with the help of iron.
Jiangyan clearly put forward the requirement of "overall relocation, piece-by-piece transformation, highlighting key points and completing in time". Six working groups were set up, including leading group, shutdown implementation, evaluation docking, demolition and dismantlement, and staff placement, so as to clarify the main body of responsibility. The district leaders all went to battle and commanded ahead. Eleven insurance units sent out elite troops to perform their duties on the spot. Less than two months later, all 13 projects of 8 closed enterprises were signed.
Guidelines for the Deputy Secretary of Jiangyan District Committee, District Director and Leading Group on Closing, Relocation and Transformation and Upgrading of Chemical Enterprises introduced that the demolition progress of the whole chemical industry park has now exceeded 90%. Follow-up work is being pushed forward to ensure that enterprises are closed in place, machinery and equipment are dismantled in place, and dangerous articles are removed in place. The change of business license is cancelled in place and accepted by the departments of ecological environment and emergency management.
"Green water and green hills are Jinshan and Yinshan!" In recent years, Jiangyan District has firmly established the strategy of "environmental zone" and played chess first. Since 2017, Jiangyan has raised its self-pressure target by taking the initiative to reduce 81 chemical enterprises with output value of 8.86 billion yuan and tax revenue of 439 million yuan, shutting down and relocating them to 28 at present. Next, Jiangyan will close 11 out of 28 enterprises and rectify one within a time limit. Only 16 enterprises will be retained and upgraded in place. At the same time, to make room for development, implement soil testing and restoration, carry out land storage and consolidation, strengthen the attraction and construction of "2+2" industrial projects dominated by new energy, machinery manufacturing, big health and electronic information, promote green development, and further polish the golden business cards of the national ecological civilization construction demonstration area.
