In mid-September, a new measure aimed at further optimizing the approval process was fully implemented in Quanzhou, Fujian Province. In the future, when the operators engaged in pre-packaged food sales in the city register, their individual business licenses and food business licenses can be merged.

The approval system for the sale of pre-packaged food has been changed to the notification commitment system since December 2018. It does not need on-site inspection. It is handled by the market supervision as well as the registration of individual business owners. The submission of both materials is relatively simple, which makes the merger possible. Wang Fang, Chief of Administrative Examination and Approval Section of Quanzhou Market Supervision Bureau, said. In June this year, the bureau first piloted in Hui'an County and decided to promote it throughout the city after the investigation and improvement.

It is understood that the individual businesses engaged in the sale of pre-packaged food should first register the individual businesses and then apply for the food business license, and submit two sets of materials to two different windows for processing. After the implementation of "joint licensing", the applicant only needs to submit a set of application materials and go to a window for processing. The window staff will issue business licenses for individual businesses and food business at the same time. It is reported that in order to avoid duplicate submission of materials and unnecessary information collection as far as possible, Quanzhou Municipal Market Regulatory Bureau has combed and integrated the application materials for certification and licensing, reducing the number of forms from 12 to 4 and implementing "one-form registration". At the same time, the bureau strengthens administrative guidance, improves the content of notification commitments, produces food business instructions, provides model texts of food safety rules and regulations, lets applicants know about the system of food purchase inspection, establishes the record of purchase inspection, and reminds applicants that the market supervision department will work 30 jobs from the date of making the licensing decision. If the actual situation is found to be inconsistent with the promised content, the operator will bear the corresponding legal responsibility, so that the applicant can operate clearly and consciously according to the law.
