China's railway investment in fixed assets reached 449.6 billion yuan

On September 18, the National Development and Reform Commission released the macroeconomic performance eight months before its release. Today, this newspaper aims at explaining the railway investment and construction, price trend, new employment in cities and towns, and the change of the sale price of commodity housing issued by the National Bureau of Statistics. On September 18, the National Development and Reform Commission held a press conference to publish the macroeconomic operation. In terms of railway investment and construction, Meng Wei, deputy director and spokesman of the Policy Research Office of the National Development and Reform Commission, said that strengthening railway infrastructure construction is of great significance and role in improving people's travel conditions, supporting regional economic and social development and promoting the formation of a strong domestic market.
The government work report of 2019 proposed that the target of "800 billion yuan investment in railways" should be accomplished this year. In order to implement the decision-making plan of the Party Central Committee and the State Council, since this year, the National Development and Reform Commission, together with relevant departments, the State Railway Group and other relevant places, has been actively and orderly Promoting Railway construction, and the overall situation of railway investment has been stable.
Meng Wei said that from January to August this year, the national railway completed a fixed assets investment of 449.6 billion yuan, which is basically the same as the same period last year. Compared with the completion of railway investment in previous years, the overall progress this year is also normal. From the situation of railway project construction this year, Meng Wei said that there is a characteristic, that is, a number of major railway construction projects will be completed and put into operation this year. The investment of railway construction projects is facing the problem of alternation between the old and the new, which puts forward higher requirements for the next step of starting construction of railway construction projects and project reserve. Next, in order to complete this year's railway investment task and lay a good foundation for the follow-up construction, the NDRC will further intensify its work with the relevant departments, the State Railway Group and relevant localities, focusing on "three batches", that is, "one batch under construction, one batch under construction and one batch under reserve".
First, a number of major projects have been built steadily. Railway construction projects are still short in the central and western regions of China. We should focus on the central and Western regions, continue to promote the "eight vertical and eight horizontal" main channel of high-speed railway, improve the distribution of trunk line network, do a good job in the construction of projects under construction, urge project funds to be in place in time and in full, and speed up the formation of physical workload.
The second is to promote a number of major new projects. Recently, the National Development and Reform Commission approved a number of railway projects, such as the Puyang-Jinan section of Zhengzhou-Jinan Railway and the Heze-Lankao Railway. Recently, the feasibility study report of Chongqing-Kunming high-speed railway has been approved. The project is an important part of the Beijing-Kunming high-speed railway corridor. It is 699 km long and has a total investment of 141.6 billion yuan. It is the largest railway project approved by the Development and Reform Commission since the 13th Five-Year Plan. In addition, there are still several key corridor projects are actively carrying out the preliminary work, once the conditions are available, they will be approved one by one.
Third, planning and reserving a number of major projects. In order to better play the basic supporting role of Railways in the coordinated development of Beijing, Tianjin and Hebei, the development of the Yangtze River Economic Belt and the construction of the Great Bay Area in Guangdong, Hong Kong and Macao, the Development and Reform Commission, together with other relevant parties, is speeding up the compilation of relevant special transport plans in the light of the preliminary study of the Fourteenth Five-Year Plan. Important project research should be incorporated into planning, project reserve should be strengthened, and a good situation of combining far and near and successive steps should be formed.
Meng Wei said that in a word, the NDRC will focus on precise and effective investment with relevant parties, and effectively play a positive role in promoting economic and social development.
