With the slowdown of China's economic growth rate and the decline of coal consumption demand, the state has set the goal of coal industry to reduce production capacity, and the number of closed mines is increasing. However, a large number of available resources still exist in abandoned mines, such as the remaining coal and unconventional natural gas resources, mine water, underground space resources, etc., so there is a huge space for development and utilization. However, there are still many problems in the development and utilization of abandoned mines in China: there are a large number of abandoned mines in China and the geological conditions of coal mines are extremely complex, so it is difficult to copy the foreign utilization mode; there is still a lack of the overall strategy for the development and utilization of abandoned mine resources at the national level; the development and utilization of abandoned mine resources in China started late, the basic theoretical research is weak, and the key technologies are not mature; abandoned mines The development and utilization of well resources lack of relevant policy support.

Therefore, it is urgent to carry out the current situation and strategic research on the development and utilization of abandoned mine resources. In 2017, the major consulting project of Chinese Academy of Engineering - "strategic research on coal mine safety and development and utilization of abandoned coal mine resources" was established to systematically study the direction, mode and policy recommendations of development and utilization of abandoned coal mine resources in China. We put forward three major directions for the development and utilization of abandoned mine resources: energy utilization (mainly for coal, coalbed methane, new energy), resource utilization (mainly for mine water), and functional utilization (mainly for underground space and above ground space). For example, in the utilization of coal gasification, the structural form of gasifier and underground gasification process should be selected according to the mining conditions of the mine and the geological conditions of the abandoned coal seam; the abandoned coal mine can be constructed with underground reservoir, underground water sewage treatment center, pumped storage power station, etc. In addition, it can also carry out ecological restoration, build photovoltaic Park and develop tertiary industry after surface reclamation.

At the same time, we suggest to carry out the strategic research on the development and utilization of abandoned mine resources. It is suggested to set up an inter ministerial coordination group for the development and utilization of abandoned mine resources, issue policies and guidelines for the development and utilization of abandoned mine resources in a unified way, simplify the examination and approval procedures, incline to the development and utilization projects of abandoned mine resources, and carry out research on various supporting policies such as financial subsidies, tax reductions and exemptions for the development and utilization of abandoned mine resources. It is suggested to investigate the available space resources of abandoned mines in China and construct the abandoned mine resource base. Based on the comprehensive consideration of various factors, the principles of reconstruction and site selection of abandoned mines shall be established, pilot tests shall be carried out, national engineering demonstration bases shall be established, and the large-scale application of abandoned mines shall be promoted. It is suggested that a major national special project be set up to study the utilization of abandoned mine resources. Strengthen the basic research on the utilization of abandoned mine resources, research and develop key technology systems and equipment, encourage universities, scientific research institutes and enterprises to jointly tackle key problems, and promote the development of the utilization industry of abandoned mine resources.

It is suggested to plan the way of resource development and utilization before and after mine abandonment in advance. In view of the different types of mines that have been operated, under construction and planned to be built, the overall planning should be carried out, and the way of resource development and utilization after the abandoned mines should be determined in advance. Pay attention to the protection of available resources, improve the feasibility of the utilization of abandoned mine resources, reduce the transformation cost of abandoned mine, and improve the safety of resource utilization. It is suggested to build a national scientific research platform for underground space. This paper studies the feasibility of building a national laboratory by using the underground space resources of one kilometer deep well to reduce the production capacity, and strives to build a world-class National Laboratory with the least investment. It is suggested that top-level design and economic transformation and development should be done well in resource exhausted areas. The mining planning of mineral resources and the environmental remediation planning after mining are integrated into the regional planning, and the government reserves the environmental governance fund for the environmental restoration of mining areas. Actively introduce innovative and environmental protection enterprises, shift from government subsidies to the cultivation of emerging industries and innovative industrial institutions, and form diversified industries.
