Six problems of high quality development of Shaanxi coal industry to be solved

Recently, Shaanxi Provincial Bureau of statistics issued a statistical analysis report entitled "Research on the high quality development of Shaanxi coal industry". Based on the analysis of the advantages and current situation of Shaanxi coal industry, the report puts forward six problems that need to be paid attention to in the high-quality development of Shaanxi coal industry, and gives the direction to solve the problems. According to the report of six major problems, the first major problem that needs attention in the high-quality development of Shaanxi coal industry is that the high-quality coal production capacity has not been fully released. In terms of the total amount, since 2000, Shaanxi Province has continued to give full play to the advantages of high-quality coal resources, and the output of raw coal has been increasing, ranking third in the country. However, at present, part of the high-quality coal production capacity in Shaanxi Province has not been fully released, which does not fully reflect the advantages of Shaanxi high-quality coal. The second problem is the relatively single form of coal power generation.
At present, the thermal power generation in Shaanxi Province is mainly coal, with a small amount of gas power generation, and biomass power generation is basically blank. Thermal power generation has not formed the pattern of comprehensive utilization of coal and biomass. The third problem is that there are relatively few high-end coal chemical enterprises. From the perspective of economic benefits, although high-end coal chemical industry such as coal to olefin has relatively large investment and relatively complex process links, it has a wide range of deep processing and a large space for industrial chain expansion. With the continuous improvement of living standards, people's demand for chemical products is also increasing. Coal to olefin can be used as a useful supplement for petrochemical products. But at present, there are few coal to olefin enterprises in Shaanxi Province, and the product output is relatively small, so the input of coal to olefin needs to be increased. The fourth problem is that the clean utilization of coal has not yet achieved full coverage. According to statistics, by the end of 2018, the installed capacity of thermal power units in Shaanxi Province is about 38 million kilowatts, and the installed capacity of ultra-low emission has been over 30 million kilowatts. At present, the clean utilization rate of coal in coal-fired power plants in Shaanxi Province has reached about 90%, 10% higher than that in China.
However, at present, coal-fired power generation units are the main sources of ultra-low emissions, and other coal consumption industries may still have high emissions. This will have a certain negative impact on the ecological environment. The fifth problem is that the task of coal consumption reduction is still heavy. Shaanxi coal accounts for more than 70% of the total energy consumption. Among them, the coal consumption of six high energy consuming industries is 161.105 million tons, accounting for 97.4% of the industrial coal consumption above designated size. Shaanxi proposes that by the end of the 13th five year plan, the proportion of coal consumption is no more than 70%, but at present, the proportion of coal consumption in Shaanxi Province is more than 74%, and the task of reducing the proportion of coal consumption is extremely arduous. The sixth problem is that the pace of technological innovation needs to be further accelerated. According to the report, Shaanxi Province has advantages and strength in technological innovation in the field of coal, but the scope and strength of innovation are not large enough.
For example, the innovation of ecological protection and management of coal field is insufficient, the innovation of coal safety production needs to be strengthened, and the innovation of new technology and new products for comprehensive utilization of coal still needs efforts. To grasp the direction and rhythm of the above six issues, the report puts forward the corresponding development direction.
First, moderately release high-quality coal production capacity. The capacity release should first meet the policy requirements, and gradually release in a planned way according to the market demand; secondly, it should be moderately released on the premise of safe production, and production should be carried out in accordance with the laws and regulations.
Second, we should strengthen the comprehensive utilization of coal and biomass. It is necessary to strengthen the exploration and Research on the combination of coal power generation and biomass power generation, mix biomass fuel in coal-fired units, including some domestic garbage, give full play to the high temperature, staged combustion, long residence time in the boiler and dilution of flue gas in the boiler of coal-fired power generation units, and improve the level of energy efficiency.
Third, focus on the development of high-end coal chemical industry. It is necessary to design high-end chemical process and technical route for different coal quality, lengthen the industrial chain, enrich the industrial chain through recycling, increase investment in scientific research, break the high water consumption barrier of coal chemical industry, and realize the innovative development of high-end chemical industry with coal as raw material.
Fourth, we must adhere to the clean use of coal. Coal utilization should adhere to the new development concept, take the innovative road of high quality, high efficiency and sustainable development, take the environmental protection road of clean development, clean production, clean transportation and clean use, and take the energy-saving road of energy conservation and emission reduction.
Fifth, we should control the total amount of coal consumption and make the increment of coal consumption run in a reasonable range. We need to reduce the use of fuel coal in key industries such as coking, cement and coal chemical industry; we need to reduce the use of coal by key high energy consuming and high emission enterprises; we need to strictly implement the peak shifting production requirements in key regions; we need to reduce the consumption of coal and pollutant emissions by high energy consuming and high emission industrial enterprises; we need to expand the supply of clean energy; we need to vigorously promote the development of renewable energy such as wind energy, solar energy, biomass energy and geothermal energy Use and increase the proportion of clean energy.
Sixth, we need to further accelerate the pace of technological innovation. We should do a good job in the comprehensive management of coal fields, advocate the high-efficiency, energy-saving and circular development, improve the comprehensive utilization efficiency of coal, achieve a breakthrough in the field of coal transformation, and help the high-quality development of Shaanxi coal industry.
