Henan promotes food security with responsibility system assessment

Recently, 11 ministries and commissions, including the national development and Reform Commission, the Ministry of agriculture and rural areas, and the State Food and reserve bureau, jointly issued a circular. As Henan successfully completed the objectives and tasks of the 2018 food security provincial governor responsibility system, it was rated as the "excellent" province, ranking the second in the country; on December 2, Henan Province's food security responsibility system assessment The work leading group deliberated and passed the 2018 assessment results of the responsibility system of the mayor and county head of food security in Henan Province, and praised 14 cities and counties with outstanding achievements, such as Zhumadian City, Luohe City, Xinyang City, Kaifeng City, Nanyang city and Huaxian county.   

In order to fully implement the responsibility of food security, in 2015, the Henan provincial government issued the opinions on the implementation of the responsibility system of the provincial governor of food security and the measures for the assessment of the responsibility system of the mayor and the county head of food security in Henan Province, which made it clear that the responsibility system of the provincial governor of food security is the responsibility system of the mayor and the county head of food security under the unified leadership of the provincial government and the responsibility system of the Department Division, and established the responsibility system The assessment leading group will carry out annual assessment on the implementation of the food security responsibility system of the governments of cities under the jurisdiction of each province and counties (cities) directly under the jurisdiction of each province since 2016. For a long time, Henan has taken ensuring the national food security as an important political responsibility and carried it firmly and steadily. By the end of 2018, a total of 87.32 billion yuan had been invested and 59.57 million mu of high-standard farmland had been built. It took the lead in completing the delimitation of functional areas for grain production and important agricultural product protection areas. The whole province has delimited 79.4416 million mu of functional areas for grain production and 10.3215 million mu of important agricultural product protection areas. Accelerate the construction of the national innovation center of biological breeding industry, pass the national examination and approval of 93 new varieties of major crops, the contribution rate of agricultural science and technology progress reaches 60.7%, and the comprehensive mechanization rate of cultivation and harvest of major crops reaches 82.6%.

In 2019, the province's total grain output reached 133.908 billion jin, another record high. In order to ensure food security, we must first protect farmers' enthusiasm for grain production. Henan Province adheres to the market-oriented orientation and pays equal attention to protecting the interests of grain farmers. It carefully formulates grain purchase plans to ensure that farmers can "sell their grain". The provincial grain and material reserve bureau, together with the Provincial Department of finance, agricultural development bank and other departments, establishes a 1 billion yuan grain purchase loan credit guarantee fund. In 2018, the whole society of Henan Province purchased 62 billion jin of grain, accounting for 94.6% of the market-oriented purchase, and farmers grow grain Enthusiasm is effectively protected. At the same time, Henan Province has established long-term production and marketing cooperation with 18 provinces (cities and districts), and the grain market of the whole province is well supplied and the grain price is generally stable.
