Second generation credit investigation not included in water and electricity fee
On January 17, the credit investigation center of the central bank launched the second generation credit investigation system switching online. Since January 19, the credit investigation center has provided second-generation format credit report query service to the public and financial institutions. As to whether the payment information of water and electricity expenses concerned by the public is included, the credit investigation center of the people's Bank of China introduced that at present, the second generation credit investigation system has not collected the payment information of personal water and electricity expenses. According to the person in charge of the credit investigation center of the people's Bank of China, at present, the second generation credit investigation system has not collected the payment information of personal water fee and electricity fee, but only designed and reserved the display format in the second generation format credit report. According to its introduction, during the actual collection, the credit investigation center will negotiate with the relevant data source units, and will strictly implement the provisions of Article 13 of the regulations on the administration of the credit investigation industry that "personal information shall be collected with the consent of the information subject and shall not be collected without the consent of the information subject", and submit the data only after the data source unit obtains the authorization and consent of the information subject. At the same time, the credit center will strictly control the data quality, and only under the condition of ensuring the data quality and safety, can the data collection be effectively put into storage and external query be provided. The second generation credit system of the people's Bank of China didn't collect the payment information of personal water and electricity fees in a hurry, which indicated that the relevant institutions held a very cautious attitude on whether and how to incorporate the payment information of personal water and electricity fees into the credit system. In fact, as many netizens put forward, if an individual fails to pay the water and electricity fees, he will be charged a late fee when he pays, and if the overdue fee reaches a certain amount or time, he will be stopped from providing water and electricity services. In order not to be charged late fees and not to be stopped providing water and electricity services, the vast majority of users will pay water and electricity fees in time. That is to say, the individual's overdue payment of water and electricity can be regulated by the contract between the water and electricity provider and the user, and it is not necessary to regulate the overdue payment of water and electricity by incorporating the payment information of water and electricity into the credit system. In reality, a small number of users will be short-term arrears of water and electricity charges, most of which are not intentional, but mainly because of work, busy affairs and other reasons, forget to pay in time. If the short-term overdue water and electricity fees caused by these situations are included in the credit system, it is obviously a kind of "accidental injury" to relevant users, which will cause unnecessary damage to other aspects of their rights and interests. There is no doubt that the construction of credit system is of positive significance. However, at present, some departments, institutions and localities have the phenomenon of randomly expanding the scope of credit investigation, which leads to the credit investigation system becoming a "basket" in which everything is loaded. It is expected that all relevant departments of all institutions, like the second generation credit system of the people's Bank of China not included in the payment information of water and electricity fees, will take a prudent attitude in expanding the items included in the credit system, put an end to the behavior of arbitrarily expanding the scope of credit, and prevent the behavior of credit from changing in the implementation process.
