The meeting heard reports from relevant departments on ensuring key epidemic prevention materials and orderly restoring production and living order. All localities and departments carry out the important instructions of general secretary Xi Jinping and the spirit of the Standing Committee of the Standing Committee of the Political Bureau of the CPC Central Committee. In accordance with the Central Committee's response to the deployment of the leading group of the epidemic prevention work and the requirements of the joint defense and joint control mechanism of the State Council, we should earnestly carry out all kinds of prevention and control work, and promote the resumption of work and production in an orderly way. The supply of key medical prevention and control materials increased rapidly, the market for necessities of life was generally abundant, and energy sources such as coal, electricity, oil and gas were better guaranteed. Many measures, such as peak staggering, have been taken to avoid large-scale flow of people returning from the festival. Relevant departments report that it is not expected to have the same peak travel in the next week. The first requirement of the meeting is to promote the resumption of production of enterprises in an orderly and classified way.

At present, the primary task of Hubei Province is to do a good job in epidemic prevention and control, at the same time, to ensure the normal operation of relevant enterprises necessary for epidemic prevention and control, urban operation, and implement the supply of necessities. Other provinces should be classified and precisely controlled according to the actual situation, and most cities with a small number of infected people should orderly promote the resumption of work and production. Second, we should promote key medical prevention and control material manufacturers to reach production capacity as soon as possible, coordinate and solve equipment, labor, capital, raw and auxiliary materials and other issues, strengthen the precise connection and unified allocation of supply and demand, and ensure the needs of front-line prevention and control. Third, formulate plans to organize migrant workers to return to work in an orderly manner. The main labor export and import places should do a good job in the docking and service of migrant workers and other key groups returning to work. Correct the "one size fits all" advice to foreign vehicles and personnel. Fourth, all departments should establish a special assistance mechanism for enterprises to cope with the epidemic and relieve the difficulties of enterprises, especially private, small and micro enterprises. We will implement temporary support measures by reducing the rent of state-owned property, reducing the loan interest rate, delaying the repayment of principal and interest, and improving tax relief policies.

Fifthly, implement the responsibility system of local "vegetable basket" and "rice bag", strengthen the production and supply of necessities such as grain, rape, meat, eggs and milk, and investigate and deal with illegal acts such as driving up prices according to law. We will do a good job in the production of agriculture and animal husbandry in spring, and ensure that the production, supply and transportation of seeds, fertilizers, pesticides, feed, etc. are smooth. Sixthly, we should strengthen the coal, electricity, oil and gas transportation guarantee, ensure the normal operation of important transportation trunk lines and key logistics hubs, and restore the services such as highway passenger lines and urban public transportation in order under the premise of well epidemic prevention in areas with relatively light epidemic situation. Seventh, we will promote the early commencement and construction of major projects. All localities should speed up the preliminary work of the project and ensure the employment, land, capital and energy use. Eighth, we should pay high attention to employment and prevent large-scale layoffs. We will encourage local governments to make full use of the balance of unemployment insurance funds and other funds to increase their efforts to help stabilize jobs, and support local governments where conditions permit to implement policies such as delaying payment or returning part of social security premiums. Guide migrant workers unable to go out due to the epidemic to participate in rural infrastructure construction and human settlements improvement. The meeting stressed that, while strengthening the prevention and control of epidemic situation, it is necessary to coordinate and promote various tasks of economic and social development, do a good job in "six stability" work, strengthen economic operation scheduling and regulation, timely issue and implement relevant policies, and maintain normal economic and social operation.
