Qinghai province promotes the optimization and upgrading of coal industrial mix

Recently, the Provincial Department of industry and information technology, centering on deepening the supply side structural reform in the industrial field and promoting the optimization, transformation and upgrading of the coal industrial structure, formulated and issued the work plan for classified disposal of coal mines under 300000 tons / year in Qinghai Province (hereinafter referred to as the plan), which clarified that by the end of 2021, five coal mines with a total output of 750000 tons and an annual output of 300000 tons had basically realized the coal production of the whole province All of them can reach or exceed the annual output target of 300000 tons, forming a new pattern of coal industry development with large and medium-sized coal mines as the backbone and high-quality coal mines as the main body.

 

It is mentioned in the plan that coal mines under 300000 tons / year with poor resource conditions, weak competitiveness and great ecological environment impact should be actively withdrawn through coal production capacity replacement, central financial subsidy and provincial supporting subsidy. We will upgrade the coal mine reconstruction with many remaining resources and good safety performance to the scale of 300000 tons / year and above, and realize mechanized mining. For the newly increased production capacity, we will strictly implement the capacity replacement requirements to prevent the distortion of production capacity data and reuse. It is clearly required that the coal mining enterprises that have more than three years of safety production liability accidents shall not be the main body of coal mine upgrading. At the same time, it is required that the coal mine after reconstruction and expansion should have a reasonable service life.

 

If the service life is too short, the upgrading and reconstruction will not be carried out; the procedures for the approval of reconstruction and expansion projects, the approval of preliminary design, and the environmental impact assessment should be completed by the end of December 2020 at the latest. In addition, coal mines that meet the living needs of residents in forest areas and remote mountainous areas or undertake special supply tasks and meet the standards of resources, environmental protection, safety, technology, energy consumption, etc. (opinions issued by the competent departments of energy, environmental protection, safety, energy conservation, etc. are in line with the standards and specifications after examination and verification) can be temporarily retained after being reported by the municipal (prefecture) people's government and approved by the provincial people's government.
