Overview: China's Chemical Parks

Since the strict inspection of environmental protection and frequent chemical accidents, various regions in China have carried out comprehensive rectification on all chemical industry parks and chemical enterprises within their jurisdiction. For example, Yancheng in Jiangsu Province is going to eliminate all chemical zones in the region, and Jiangsu Province requires the number of chemical industry parks to be reduced to 20. Henan Province halts the approval of building new chemical industrial parks, chemical projects, etc. China is almost shadowed by the aftermath of chemical accidents.

Beijing-Tianjin-Hebei Region

In 2016, the oil and chemical industry earned 13.29 trillion yuan from its main business, up 1.7%.The total profit reached 644.44 billion yuan, basically unchanged from the previous year, accounting for 11.5% and 9.4% of the total revenue and profit of large-scale industrial enterprises in China respectively. Fixed asset investment reached 2.15 trillion yuan, down 5.9 percent and accounting for 9.4 percent of the country's total industrial investment.

    Status Quo and Policies in Shandong Province
    According to statistics, there are 452 parks in Shandong Province, among which 152 are economic development zones or industrial parks recognized by commercial departments, 21 high-tech zones recognized by science and technology departments and 279 parks recognized by cities and counties.

    There are 12 state-level development zones and 72 provincial-level development zones, including 4 state-level chemical industrial parks, 6 provincial-level chemical industrial parks, and nearly 30 city-level chemical industrial parks.

    Status Quo and Policies in Shaanxi Province
    At present, there are 31 chemical industry parks in Shaanxi province, including 15 in Yulin, 7 in Yan’an, 4 in Weinan, 3 in Xianyang, 1 in Baoji and 1 in Hancheng. Among these chemical industrial parks, 22 are in northern and 9 are in central Shaanxi.

    Status Quo and Policies in Hubei Province
    In Hubei province, there are 58 chemical parks with petrochemical and chemical industries as the leading industries, mainly distributed in Wuhan, Yichang, Xiangyang, Jingmen, Huanggang, Qianjiang, and Xiantao. Since last December, six cities have published the list of qualified chemical industry parks, including 1 in Wuhan, 4 in Huanggang, 3 in Xiantao, 2 in Qianjiang and 3 in Xiangyang.

    By 2016, Jiangxi had 90 industrial parks, 17 development zones, 73 provincial-level development zones and 4 special customs supervision zones. In terms of the number of development zones, Jiangxi can be ranked the 5th, but the strength of these development zones is relatively weak.

    In Guangdong, there are mainly two types of industrial parks, namely non- manufacturing parks, such as cultural and creative parks, e-commerce parks, logistics and storage parks, science and technology incubation parks, and manufacturing parks like economic development zones, high-tech zones, and industrial transfer parks.

    Of the 41 industrial parks in Guangxi Province, 31 are industrial parks with an approved planning area of 18,802.78 hectares, of which 15,373.56 hectares have been utilized. Industrial parks (development zones) are mainly divided into three categories: technical development zone, comprehensive development zone and export-oriented development zone.

    An explosion took place at a chemical plant in Huai Shang District, Bengbu, Anhui Province, with two people killed and nine injured.

    At 11:40 p.m., an explosion occurred in Wangtun Chemical Park in Kaifeng, Henan Province, causing no casualties.

  • May 2

    Two people died and 18 suffered burns in the accident of No. 2 carbide furnace of Shaanxi Hengyuan Investment Group Co., Ltd. In Shenmu, Shaanxi Province.

  • April 24

    At 2:55 p.m., the first workshop of Inner Mongolia Yidong Group Dongxing Chemical Co., Ltd., located in Zhuozi county, Ulanqab, Inner Mongolia, exploded. Four people were killed, three were seriously injured, two were slightly injured and 30 had minor injury.

  • April 3

    A fire broke out in the sewage treatment workshop of Zhongdan Chemical Technology Co., Ltd. in a chemical plant in Taixing Economic Development Zone, Jiangsu Province. There were no casualties.

  • April 1

    In the afternoon, A chemical plant exploded in Maanshan, Anhui Province. The chemical materials in the factory caught fire, and there were no casualties.

  • March 31

    In the morning, a container storing scrap metal in the processing center workshop of Handing Precision Metal Co., Ltd. located in the comprehensive zone of Kunshan District, Suzhou, Jiangsu Province, burst into flames, causing a fire in the workshop, resulting in seven deaths, one serious injury and four minor injuries.

  • March 29

    An explosion caused the perlite workshop of Yongli Perlite Factory to collapse at 9:35 p.m., in Huanglou Street, Qingzhou. Five people were killed and three injured.

  • March 21

    At 2 p.m., an explosion occurred in a chemical industrial park in Yancheng, Jiangsu Province. Prior to this, there were earthquakes of 2.2 magnitude and 3.0 magnitude in the vicinity of Guannan County And Xiangshui County In Jiangsu Province. It is reported that the main ignition point was the benzene tank and methanol tank. Hundreds of people were injured and 78 died.

  • March 4

    At 3:20 p.m., the transformer tower in the carbonization workshop of Anhui Haoyuan Chemical Group Co., Ltd burst, causing gas leakage. The accident resulted in three injuries and five poisoned.

    At 9:50 p.m., a fire broke out in Tianyuan Renewable Resources Co., Ltd., Shanxi Province, killing two people.

  • January 2

    At 6:10 a.m., spontaneous combustion occurred in the storage area of phosphorus pentasulfide in No. 5 workshop of Chongqing Huage Biochemistry Co., Ltd. No casualties were caused.

  • December 31, 2018

    At 9:50 p.m., a fire broke out in No.2 anthraquinone workshop of Jiangsu Runjiang Fine Chemical Co., Ltd. in Jiangsu Province. No casualties, and the fire area was about 90 square meters.

  • November 18

    An explosion broke out at Shenghua Chemical Industry Co., Ltd., Zhangjiakou, Hebei Province, killed 23 people and injured 22 others.

  • July 12

    At 6:42 p.m., a major explosion and fire accident occurred in Yibin Hengda Technology Co., Ltd., Yangchun Industrial Park, Sichuan Province, resulting in 19 deaths, 12 injuries and direct economic losses of more than 41.42 million yuan.

According to incomplete statistics, by the end of 2018, there were 676 industrial parks with petrochemical industry as the leading industry in China, including 57 at national level, 351 at provincial level and 268 at prefecture-and-city level. From the perspective of output distribution, there are 14 ultra-large industrial parks with an output value of over 100 billion yuan, 33 large-scale chemical industrial parks with an output value of 50-100 billion yuan, 224 medium-sized industrial parks with an output value of 10-50 billion yuan, and 405 small industrial parks with an output value less than 10 billion yuan.
