Heilongjiang: 218 drugs are required to reduce prices nationwide

ECHEMI 2019-12-23

On December 4, 218 drugs were required to declare the lowest price in China. On December 2, the Heilongjiang drug centralized purchase network issued the notice on developing the price linkage of non selected drugs in the alliance area. According to Heilongjiang, among the 25 varieties involved in the centralized drug procurement document in the alliance region released by the joint procurement office, the manufacturers of other non selected drugs that have been purchased in the centralized drug procurement network of Heilongjiang province need to submit the national minimum price (excluding the pilot of centralized drug procurement and use organized by the state and the expansion of the pilot area Select price). If there is a price difference relationship between specifications and packages, it will be calculated according to the price difference rules.

Heilongjiang said that relevant pharmaceutical manufacturers should declare within the prescribed time limit and ensure the authenticity and accuracy of the declaration. For enterprises that fail to declare price reduction within the specified time limit (December 2-december 4), the qualification for online trading of corresponding products will be suspended. The price linkage excludes the price linked to the volume price in other places and leaves room for the next step of price reduction for the enterprise's volume purchase negotiation. On November 29, the leading group of the State Council on deepening the reform of the medical and health system issued several policies and measures on further deepening the reform of the medical and health system with centralized purchase and use of drugs as the breakthrough point, which indicated that the procurement pattern of the national public drug procurement market and multi linkage should be constructed. It is not only the price reduction of individual drugs, but also the national linkage of drug price reduction. More importantly, it has formed a whole set of centralized purchase mode.

Countries that have evaluated drugs organize negotiation and purchase through price negotiation. For drugs that fail to pass the consistency evaluation, they will also lower the price by linking the quantity and price. In other words, for drugs that are not included in the scope of centralized procurement and use of national organizations, provinces should learn from the experience of centralized procurement and use of national organizations, and adopt independent or cross regional alliances and other ways to increase reform and innovation in the scope of procurement of drugs, qualification standards, centralized procurement forms and other aspects, so as to form a work style of mutual promotion between the state and local governments Bureau. In addition, in the document on several policies and measures to further deepen the reform of the medical and health system through the centralized purchase and use of drugs, it is also encouraged to explore the ways of group purchase, joint purchase of specialized hospitals and joint purchase of medical consortia to form reasonable prices, and non-public medical institutions and social pharmacies are encouraged to actively participate. In this way, the price of drugs after price reduction will be basically the same in the whole country, and there will be no big price difference between different regions. In this way, pharmaceutical enterprises should make a unified plan for the national market when negotiating.
