Recently, the "List of Priority Controlled Chemicals (Second Batch) (Draft for Comments)" (referred to as the "List") prepared by the Ministry of Ecology and Environment, the Ministry of Industry and Information Technology, and the Health and Health Commission has been open for comments. The deadline is 2020 May 31.

The second batch of "List" contains 19 kinds of chemical substances, involving petrochemical, plastic, rubber, pharmaceutical, textile, dye, leather, electroplating, non-ferrous metal smelting, mining and other industries.

The 19 substances are:

7 kinds of polycyclic aromatic hydrocarbons such as 2,4,6-tri-tert-butylphenol, isopropylated triphenyl phosphate, pentachlorothiophenol, benzo [a] pyrene, and 3 kinds of chlorobenzene such as pentachlorobenzene Substances, cyanide, benzene, toluene, tris (2-chloroethyl) phosphate, bis (α-ethylhexyl) phthalate and other 4 kinds of o-benzenes, 1,2-dichloropropane, 1,1-dichloroethane, 2,4-dinitrotoluene, o-toluidine, thallium and their compounds, polychlorinated dibenzo-p-dioxin and polychlorinated dibenzofuran, perfluorooctanoic acid and its salts and related compounds , Hexachlorobutadiene, pentachlorophenol and their salts and esters.

Substance selection criteria

The relevant person in charge of the compilation unit of the "List" said that the "List" focuses on the chemical substances that are harmful to the environment and health, may exist for a long time in the environment, and may bring unreasonable risks to the ecological environment and human health.

First, due to environmental or health risks, it has been banned or severely restricted by at least one developed country, and there are a large number of chemical substances produced and used in China.

The second is that there are a large number of chemical substances that are produced and used in China or have high potential environmental exposure, and have the properties of persistence, bioaccumulation and toxicity (PBT).

The third is that it has been confirmed by international organizations or official institutions at home and abroad to have Class 1A carcinogenicity, mutagenicity or reproductive toxicity (CMR), and there are a large number of chemical substances produced and used in China; Chemical substances with PBT or CMR1A hazards.

Fourth, the environmental pollution incident has caused masses to respond strongly to chemical substances.

The compiling unit systematically sorted out the relevant chemical and chemical pollutant control lists issued by domestic and foreign official agencies, as well as the chemical substances involved in China's water environment, atmospheric environment and soil environmental standards. Used chemical substances, proposed alternative chemical substances.

According to reports, for the chemicals listed in the "List", the relevant national departments will focus on the main links that produce environmental and health risks, in accordance with relevant policies and regulations, combined with economic and technological feasibility, when management conditions are met, take appropriate inclusion The list of toxic and harmful atmospheric pollutants, the list of toxic and harmful water pollutants, the list of key toxic and hazardous substances in the soil under control, the implementation of cleaner production audits and information disclosure systems, the implementation of environmental risk control measures such as restricted use and encouragement of alternative measures to minimize chemicals Production and use have a major impact on human health and the environment.

Prior to the end of 2017, the list of priority control chemicals was published, the production, use, and import of high-risk chemicals were strictly restricted, and the substitution was gradually phased out. At the end of 2017, the former Ministry of Environmental Protection issued the "List of Priority Controlled Chemicals (First Batch)", including 22 types of chemical substances such as 1,3-butadiene, short-chain chlorinated paraffin, methylene chloride, and formaldehyde.
