Bans on the export of abamectin and other biological pesticide production tech

On August 28, the Ministry of Commerce and the Ministry of Science and Technology adjusted and released the "Catalogue of China's Export Prohibited and Restricted Technologies", which involved abamectin and other pesticides.

The adjustment of the "Catalogue" has successively solicited opinions from relevant departments, industry associations, industry academic circles and the public, involving a total of 53 technical items:

The first is to delete 4 technical items that are prohibited from export; the second is to delete 5 technical items that restrict exports; the third is to add 23 technical items that restrict exports; the fourth is to control the key points and technical parameters of 21 technical items The amendment involved "crop breeding technology", and the "microbial fertilizer technology" was deleted in the export ban.

"Catalogue" mentions a variety of biological pesticide technologies and strains. New control points for the restricted export part under the production technology of biological pesticides:

"8. Abamectin strain and production technology, 9. Bt strain and production technology, 10. Bacillus subtilis strain and production technology, 11. Kasugamycin strain and production technology, 12. Pyrimidine nucleoside antibiotics (agricultural Anti-120) strains and production technology, 13. Beauveria bassiana, Metarhizium anisopliae strains and production technology".

Regardless of whether it is through trade, investment, or other methods that involve the transfer of technology abroad, it must strictly abide by the "Regulations of the People's Republic of China on the Administration of Technology Import and Export". The export of restricted technologies must apply for a permit to the provincial-level competent commercial authority. Substantive negotiations and signing of contracts can only be conducted after approval.
