Paraguay Proposes Regulations for Gluten-Free Packaging Food Labels

Paraguay has recently taken a significant step in food labeling regulations by proposing new measures for gluten-free packaging. The National Institute of Food and Nutrition Research in Paraguay released a consultation document outlining the proposed regulations, which are aimed at ensuring accurate labeling of gluten-free products. On January 30, 2024, the National Institute of Food and Nutrition Research in Paraguay initiated a consultation period for the proposed regulations on gluten-free packaging food labels. 1. Scope and Classification:
The regulations will apply to the labeling of packaging for food products that are identified as gluten-free or do not contain gluten. Gluten-free packaging food products will be classified based on their composition. This includes products that do not contain gliadin proteins found in wheat and have a total gluten content not exceeding 20mg/kg. Additionally, foods made from one or more wheat components should have a total gluten content not exceeding 20mg/kg.

2. Testing Methods:

Food products with a maximum gluten content of less than 20mg/kg may be labeled as gluten-free or without gluten. The proposed regulations specify various testing methods, including enzyme-linked immunosorbent assay (ELISA), polymerase chain reaction (PCR), mass spectrometry, and chromatography, to verify the gluten content in these products.

3. Production and Authorization of Gluten-Free Products:

The regulations emphasize the strict adherence to Good Manufacturing Practices and Storage Guidelines for the production of gluten-free products. Manufacturers must ensure that their production processes meet the requirements outlined in the guidelines.

4. Mandatory Labeling:

In addition to the regulated mandatory labeling symbols, imported gluten-free food products will have the option to use special symbols to indicate their gluten-free status.

5. Documentation Requirements for Imported Products:

Imported products must be legally produced in the country of origin and accompanied by original documents or certified copies translated into Spanish.
