Yunnan Court Sentences Two for Medical Corruption: Four Years in Prison and Over 1.4 Million Yuan Fines
Recently, the Lushui City People's Court publicly announced the verdict in a significant medical corruption case involving Chen and Miao. Chen was sentenced to four years in prison and fined 1.4 million yuan for multiple offenses, including utilizing influence to accept bribes, bribery, and collusion in bidding. Miao received a sentence of one and a half years, with a two-year suspended sentence, and was fined 200,000 yuan. Over 130 officials from various departments, including the Health Bureau and Taxation Bureau, observed the trial.
Case Background
Between early 2019 and December 2022, Chen exploited her inappropriate relationship with the director of a Kunming hospital to help multiple companies obtain projects illegally, accumulating 4.01 million yuan in bribes. From 2015 to August 2019, Chen coordinated Miao and another associate to deliver cash and gifts worth 150,100 yuan to several hospital officials.
From April 2016 to April 2021, Chen and Miao engaged in collusion across 10 projects, including a procurement project for X-ray machines, winning contracts totaling 153.02 million yuan and illicit profits of 32.59 million yuan.
Court Findings
The court ruled that Chen, as a close associate of a public official, exploited her relationship to acquire illegal benefits, thereby committing the crime of utilizing influence to accept bribes. Both defendants were found guilty of bribery and collusion in bidding, with the court emphasizing the severe impact of their actions on fair market competition.
Chen was sentenced to three years and eight months for influence peddling, one year and eight months for collusion, and seven months for bribery, with penalties totaling 1.4 million yuan. Miao received a one-year and four-month sentence for collusion and six months for bribery, with a two-year suspended sentence.
After the ruling, both defendants expressed their acceptance of the verdict, with no intention to appeal. Observers noted that the trial served as a powerful reminder of the legal system's authority and the serious consequences of corruption, reinforcing the importance of accountability and ethical behavior among public officials.
