Trump Plans 25% Tariff on EU Imports Creating Turbulence in Trade
On February 26, 2025, President Donald Trump announced that he would “soon” impose a 25% tariff on imports from the European Union, which would encompass “automobiles and all products.” He also mentioned that tariffs initially set for Canada and Mexico would now take effect on April 2.
This announcement follows Trump's earlier declaration on February 1, where he introduced a 25% tariff on all imports from Mexico and Canada, along with a 10% tariff on energy imports from Canada and an additional 10% tariff on goods from China. The tariffs on Chinese products were scheduled to begin on February 4, leading to retaliatory tariffs from China on U.S. crude oil, coal, and liquefied natural gas. While the tariffs on Canada and Mexico were initially set for March 5, they were postponed by 30 days.
Despite mixed signals and repeated delays, Trump reiterated his commitment to imposing tariffs on Canada and Mexico, citing the opioid crisis and the smuggling of fentanyl as a pressing issue. Regarding the EU, he claimed that it was established with the intent to undermine the United States.
According to the American Chemistry Council (ACC), the U.S. chemical industry achieved a robust $30 billion trade surplus in 2023, benefiting from low-cost global supply advantages. Exports accounted for 26% of U.S. chemical shipments, while imports represented 22% of domestic production. The trade surplus with Canada and Mexico stood at $25.3 billion, while the surplus with China was $2.2 billion. Canada, Mexico, and China are key export partners for U.S. chemicals, with total exports reaching $71.3 billion, making up 44% of the overall total.
In terms of imports, the U.S. sourced $24.2 billion worth of chemicals from Canada in 2023, making it the largest supplier at 18% of total imports. China followed closely with 9%, while Mexico accounted for 3%. The ACC estimates that 57% of chemical imports are sourced internally, supporting businesses operating in the U.S.
