3 Major Violations Expose Roche Diagnostics Shanghai to Regulatory Penalty

ECHEMI 2025-05-26

On May 13, 2025, public records from Qichacha revealed that Roche Diagnostics Products (Shanghai) Co., Ltd. has been officially penalized for three serious breaches of China’s occupational health laws.

According to the notice, Roche failed to provide workers with mandatory occupational health training, neglected to arrange health checks for employees in potentially hazardous roles, and withheld crucial information about occupational disease risks during the signing of labor contracts.

The violations are based on the Occupational Disease Prevention Law of the People’s Republic of China, which obligates employers to:

  • Conduct pre-employment and regular health and safety training

  • Offer medical screening for employees exposed to occupational hazards

  • Clearly disclose any potential workplace health risks and protections in the labor contract

Authorities cited Roche’s failure to comply with Article 33, 34, and 35 of the law, emphasizing the employer’s duty to inform and protect employees in environments involving potential exposure to hazardous substances or conditions.

The notice serves as a warning to multinational corporations operating in China that local compliance standards on workplace health and safety remain non-negotiable. As workplace risks come under increasing scrutiny, failure to meet legal obligations can result in both reputational damage and administrative penalties.

Details of the penalty and related documentation were attached in the administrative notice published through official channels. Roche has not yet made a public statement regarding the incident.
