Argentina to Build Latin America’s Largest Urea Plant Under €1.3 Billion Contract

Italian engineering group MAIRE announced on July 20, 2026, that its subsidiary Tecnimont had secured a contract worth approximately €1.3 billion from Fértil Pampa, a wholly owned subsidiary of Argentina’s Pampa Energía, for a large-scale fertilizer complex in Bahía Blanca, Buenos Aires Province.

The project will include a world-scale ammonia plant and two parallel ultra-low-energy urea trains, each equipped with its own granulation unit. Together, the lines will produce 6,000 metric tons of granular urea per day, equivalent to 2.1 million tons annually, making the facility the largest urea plant in Latin America by production capacity.

Tecnimont will handle engineering, procurement, commissioning and start-up, while Argentine contractor SACDE will perform the construction work. Completion is expected within 41 months.

The contract is more than a major engineering award. It is an attempt to connect Argentina’s natural-gas resources, agricultural economy and fertilizer trade in a single industrial chain.

Pampa Energía estimates the total investment at approximately $2.7 billion. The complex will occupy around 80 hectares within the Bahía Blanca industrial and port area, next to existing power assets and with direct access to natural-gas pipelines, high-voltage transmission, water infrastructure and a deep-water export port. More than 3,500 direct jobs are expected at peak construction.

The location is deliberate.

Ammonia and urea production depend heavily on natural gas, which serves both as an energy source and as the feedstock from which hydrogen is obtained. Argentina possesses substantial gas resources in the Vaca Muerta shale formation, but monetizing those reserves through higher-value downstream industries has remained a strategic challenge.

The new complex provides one answer. Instead of exporting natural gas as a raw commodity, Pampa Energía can convert it into ammonia and granular urea for domestic agriculture and international customers.

In practical terms, the project will transform Vaca Muerta gas into a solid product that is easier to store, ship and sell directly into the agricultural economy.

Reducing Argentina’s exposure to imports

Argentina is one of the world’s major exporters of soybeans, corn and wheat, yet its fertilizer supply remains dependent on imported material.

In early 2026, disruptions to Persian Gulf supply pushed Argentine urea prices from roughly $500 to about $1,000 per ton. Farmers considered reducing fertilizer application, cutting wheat acreage or switching to crops requiring less nitrogen. Argentina consumes approximately 2.5 million tons of urea annually.

A plant with 2.1 million tons of nominal capacity would therefore be large enough to cover a substantial share of the country’s present consumption.

Actual output will depend on utilization rates, maintenance and the amount reserved for exports, but the complex could materially reduce exposure to supplies from the Middle East, Russia and North Africa.

Pampa Energía estimates that import substitution and exports could generate around $1 billion a year in foreign-exchange benefits. Brazil, which imports between seven million and eight million tons of urea annually, is expected to be a major potential destination.

Brazil’s scale and proximity make it central to the commercial case. Cargoes shipped from Bahía Blanca would travel considerably shorter distances than supplies from the Gulf, Russia or Asia.

If the project operates reliably, part of South America’s urea trade could shift from long-distance imports toward regional production.

Technology accounts for more than scale

Of the €1.3 billion contract, approximately €140 million relates to Nextchem’s technology package, including licenses, process-design work, proprietary equipment and the primary reformer used for synthesis-gas production.

The complex will use Stamicarbon’s urea melt and granulation technology, KBR’s ammonia technology and a syngas reformer supplied by KT Tech.

The use of two ultra-low-energy urea trains reflects the importance of efficiency in nitrogen fertilizers. Energy and feedstock account for a large portion of ammonia and urea production costs, meaning relatively small differences in natural-gas consumption can determine whether a plant remains competitive through a weak market cycle.

Urea is a standardized global commodity. Producers rarely maintain pricing power through branding; they compete through gas costs, energy efficiency, operating reliability and access to export logistics.

The facility’s long-term competitiveness will therefore depend less on its headline capacity than on whether Pampa can secure reliable gas at a cost that keeps the plant near the lower end of the global cost curve.

A potential shift in regional trade

An additional 2.1 million tons of capacity will not transform the entire global urea market on its own, but it could alter the marginal supply structure of Latin America.

South American buyers have traditionally relied on producers in the Middle East, Russia, North Africa and the United States. Disruption in the Strait of Hormuz, the Black Sea or international sanctions can therefore translate quickly into freight increases and regional shortages.

Bahía Blanca combines a deep-water port with direct access to one of the world’s largest agricultural regions. The plant could supply Argentina first and send seasonal cargoes to Brazil, Uruguay, Paraguay and other markets.

Existing suppliers will retain important advantages. Gulf producers benefit from low-cost gas, while Russian manufacturers have large-scale assets. The Argentine project, however, will have shorter transport distances and lower exposure to some geopolitical shipping risks.

The project still carries significant execution risk. It requires $2.7 billion in investment, more than three years of construction and management of Argentina’s financing, currency and policy environment. Urea prices are also cyclical: scarcity can create exceptional margins, while synchronized global capacity additions can compress them rapidly.

For Pampa Energía, the decisive challenge will not simply be completing the plant, but operating it consistently and profitably through the next fertilizer downturn.
