3.63 Billion Euro Savings EU Unveils Chemical Industry Rescue Plan as 29,000 Firms Face Crisis

Europe’s chemical sector stands at a critical juncture as plant shutdowns, shrinking market share, and dwindling investments threaten its future. On July 8, the European Commission launched a sweeping action plan to boost the competitiveness and modernization of the region’s embattled chemical industry.


Key priorities include tackling high energy and raw material costs, intensifying global competition, and sluggish demand. The plan introduces a “Simplification Package” to cut regulatory red tape and help the industry save at least €363 million annually. Measures range from streamlined hazard labeling and clarified cosmetic regulations to easier fertilizer product registration, all designed to lower compliance costs and lighten administrative loads.


To further support the sector, the Commission will form a critical chemicals alliance, identify strategic sites at risk, and extend trade protections and import monitoring. Fiscal incentives and tax relief will encourage clean chemical adoption, while the Affordable Energy Action Plan aims to bring down costs and expand low-carbon hydrogen and renewables.


As the EU’s fourth-largest manufacturing sector, with 29,000 companies and 1.2 million direct jobs, the chemical industry is vital to 19 million more across supply chains. Industry groups have hailed the plan as a major turning point, urging swift implementation and robust political coordination to turn proposals into tangible results.
