On June 23, 2026, India’s Ministry of Commerce and Industry issued a notification announcing an affirmative final anti‑dumping determination on ethylenediamine originating in or imported from Mainland China, the European Union, Saudi Arabia, and Taiwan, China, and recommending the imposition of anti‑dumping duties for a period of five years.
Chinese mainland producers are subject to duties ranging from $350 to $575 per tonne. Among them, Yangzi Petrochemical‑BASF Co., Ltd. applies the lowest rate of $350/tonne, while all other Chinese mainland manufacturers face a uniform rate of $575/tonne. EU companies are levied at $464–$739/tonne, Saudi Arabian producers at $230–$375/tonne, and producers in Taiwan, China at $301/tonne.
The case covers products under Indian customs tariff heading 29212100. The investigation was initiated following a petition filed by the Indian domestic producer Balaji Speciality Chemicals Limited on March 25, 2025. The dumping investigation period covered October 1, 2023 to September 30, 2024, while the injury investigation period was retrospectively extended to April 2021.
It is worth noting that Yangzi Petrochemical‑BASF Co., Ltd. appears both on the lowest‑rate list for Chinese mainland and on the list of EU companies subject to duties, as it is a joint venture between Sinopec and BASF based in Nanjing.
India is one of the important export markets for Chinese ethylenediamine. With this final ruling now in place, China’s export costs to India will rise substantially, and relevant exporters will need to reassess their market strategies in India.
