The European Food Safety Authority’s updated scientific guidance for food-additive applications became applicable on July 20, 2026.
The document was not first published on that date. It was adopted by EFSA’s Food Additives and Flavourings Panel in November 2025 and formally published in the EFSA Journal on January 20, 2026. Editorial amendments that did not materially change its scientific conclusions were made on April 9.
The requirements apply to applications submitted from July 20 onward, covering both new food additives and proposed modifications to existing authorizations, such as changes in manufacturing, specifications or conditions of use. Earlier submissions remain subject to the previous guidance.
Broader product-characterization requirements
Applicants must provide detailed information on identity, chemical composition, manufacturing processes, specifications, stability, analytical methods, and the reaction and fate of the additive in food.
Dossiers must also define proposed food categories and use levels and include dietary-exposure assessments, with particular consideration for infants, young children and other relevant population groups.
Products containing small particles or possible nanoscale fractions may require additional evidence showing whether a conventional risk assessment is sufficient.
A tiered toxicology framework
The guidance establishes a clearer tiered approach to toxicological testing.
Applicants are expected to begin with existing evidence and non-animal information addressing genotoxicity, absorption, distribution, metabolism and excretion. Higher-level in vivo studies are triggered when earlier evidence is insufficient.
The approach is intended to reduce unnecessary animal testing without lowering the standard required to demonstrate safety.
Environmental safety gains prominence
Environmental safety must also be addressed where relevant.
Food-additive assessments have historically focused primarily on consumer health. EFSA now more explicitly recognizes that certain substances may enter the environment through production, food use or wastewater.
For smaller ingredient companies, the expanded requirements may increase analytical, consulting and dossier-development costs. More standardized requirements could, however, reduce delays caused by incomplete submissions.
The guidance does not automatically alter the authorization status of existing additives, but it raises the scientific threshold for new products and new uses seeking access to the EU market.
