Respond to the Question on Wastewater from Waterborne Paint Production

1. Specific problems in the process of automatic monitoring and acceptance of key pollutant discharge units can be referred to the Technical Specification for Continuous Monitoring of Flue Gas Emission from Fixed Pollution Sources (SO2, NO x, Particulate Matter) (HJ 75), Technical Specification for Acceptance and Acceptance of Water Pollution Online Monitoring System (HJ 354) and relevant regulations issued by local ecological environment departments. There are no mandatory requirements for the existing laws and regulations, department rules and the normative documents issued by our Ministry.
2. There is no specific penalty clause in the current law for failing to complete the acceptance as required. However, key pollutant discharge units shall install and use automatic monitoring equipment in accordance with laws, regulations and standards, connect with monitoring equipment of the competent ecological and environmental departments, ensure the normal operation of monitoring equipment, keep original monitoring records, and be responsible for the authenticity and accuracy of automatic monitoring data. If it is found in the supervision and enforcement that the automatic monitoring equipment is not installed and connected to the Internet according to the regulations, that the normal operation of the monitoring equipment is not guaranteed, or that the pollutants are discharged by means of tampering with or forging the monitoring data to evade supervision, it shall be punished in accordance with the relevant provisions of Articles 99, 100 of the Air Pollution Prevention Law and the Articles 82 and 83 of the Water Pollution Prevention Law.
