Last year, the volume of railway freight shipments increased by 9.1%

On April 18, Minister of Transport Li Xiaopeng chaired the third meeting of the Working Group on Transport Structural Adjustment to summarize the work of 2018 and to study and deploy the key tasks of this year. Li Xiaopeng emphasized that under the guidance of Xi Jinping's socialist ideology with Chinese characteristics in the new era, we should earnestly enhance the sense of responsibility, mission and urgency, work hard and make further efforts, step by step, firmly push forward the adjustment of transport structure and constantly achieve new results, promote the development of high-quality transport, and make sure that we can build a well-off society in an all-round way in order to fight for pollution prevention and control and better serve. Take the lead.

Li Xiaopeng pointed out that 2018 was the start year of the three-year action of transport restructuring. Since the publication of the "Three-year Action Plan for Promoting the Adjustment of Transport Structure (2018-2020)" (hereinafter referred to as the "Action Plan"), various departments and local governments have taken the initiative to coordinate and achieve a good start in the work of the adjustment of transport structure, and have better fulfilled the objectives and tasks of 2018. The volume of railway cargo transported across the country has reached 4.025 billion tons, an increase of 337 million tons, an increase of 9.1%; the volume of waterway cargo transported has reached 7.03 billion tons, an increase of 5.2%; and the volume of container intermodal transport in seven key ports, such as Tianjin, has increased by 25.5%.

Li Xiaopeng emphasized that adjusting transport structure is an important decision made by the Party Central Committee with Comrade Xi Jinping as its core, an inevitable requirement for promoting high-quality transport development and building a modern economic system, and an important measure for building a strong transportation country and serving a well-off society in an all-round way. We must raise awareness, coordinate, overcome difficulties and resolutely accomplish them. We should unswervingly push forward the adjustment of transport structure, resolutely accomplish various objectives and tasks, increase the proportion of railway freight transport for bulk goods and long-distance transportation, comprehensively enhance the green development level of transport, accelerate the construction of a comprehensive transport pattern of "suitable railway for railway, Fair for public, suitable water for water, appropriate air for empty", and realize the position, best for each mode of transport and show its superiority. 。

Li Xiaopeng requested that we should do a solid job in the adjustment of transportation structure in 2019. Firstly, we need to work together. Members of the working group should strengthen coordination and cooperation, strengthen communication with the local Party Committee and government, fully mobilize the enthusiasm of key enterprises such as railways, ports, coal and iron and steel, and accelerate the formation of a market-oriented, government-led and multi-party participation work pattern. Second, we should define the objectives and tasks, and refine the implementation of key tasks. We should improve our political standing, earnestly implement the requirements of "one city, one port, one enterprise" and intensify our efforts to ensure that the objectives and tasks set in the Action Plan can be implemented and assessed. Third, we need to increase policy support. Innovative investment and financing measures should be taken to speed up the construction of the national public information platform for multimodal transport, speed up the formulation of relevant supporting policies such as the construction of special railway lines and the development of multimodal transport, further promote the market-oriented reform of railway freight prices, optimize the structure of railway freight products and enhance the level of freight service. Fourthly, work should be promoted from point to area. We will further highlight the three main battlefields of transport restructuring, strengthen the construction of regional ecological civilization and promote the high-quality development of regional economy. We will work with local people's governments to actively explore, pilot and make breakthroughs in the construction of dedicated railway lines, port collection and distribution of "public transit rail", road overload control and urban green distribution. Fifth, we should further strengthen supervision and inspection. In view of some local and departmental problems such as inadequate understanding of the idea of transportation structural adjustment, inadequate working measures and lagging progress, we should intensify supervision, inspection and policy guidance to ensure the effectiveness of our work.
