Xinhua News Agency, Xi'an, April 20 reporter learned from the Shaanxi Provincial Food and Materials Reserve Bureau that at present, Shaanxi Province has carried out a comprehensive inventory of the quantity and quality of policy-oriented grain stocks.

This year's general inventory work takes the 24:00 statistical report time on March 31, 2019 as the unified general inventory inspection time point in the whole province, which is divided into five stages: preparation, self-examination, census, spot check, summary and rectification, starting in mid-March and ending at the end of the year.

The work of the general inventory focused on the outstanding problems and weak links in the management, and synchronously inspected the implementation of the national grain purchase policy, the management of grain reserves rotation, the policy-oriented linkage between grain depots and loans, and the allocation of financial subsidies by relevant enterprises. According to the principle of local inspection, Shaanxi Province has carried out a comprehensive inventory of the central grain reserve, the lowest purchase price grain, the temporary state grain reserve, the local grain reserve, the local policy grain and the commodity grain stored in the policy grain enterprises. It is understood that the "quantity" and "quality" should be checked in this general inventory. First, wea need to find out the quantity, variety and ownership of grain stocks, and the storage and management of grain sub-warehouses (warehouses) of different years, different nature and varieties; second, we need to find out the consistency of grain stocks of undertaking and storing enterprises with the depository accounts, statistical accounts, accounting accounts, bank capital accounts; third, we need to follow the principle of strict checking, by provinces. The General Inventory Office unified the provincial cutting inspection work, checked the policy-oriented grain quality indicators, storage quality indicators and major food safety indicators, accurately evaluated the quality and safety of stored grain, and comprehensively understood and grasped the status of grain quality.
