Eight countries plan to restrict grain exports to have little effect on China
The COVID-19 epidemic has spread globally. Up to now, eight countries including Russia and Egypt have announced plans to initiate some grain export restrictions. The reporter learned from the Shanghai Grain and Material Reserve Bureau yesterday that some grain exporting countries' measures to restrict exports may aggravate fluctuations in grain prices in the international market, but have little impact on China's grain market. In recent years, China's grain output and stocks have been at historically high levels, and rations are fully self-sufficient. As far as Shanghai is concerned, the current grain reserves are at historically high levels, and grain market supply and prices remain stable.
The relevant person in charge of the Shanghai Food and Material Reserve Bureau introduced that the perfect grain reserve control system and emergency management mechanism are the "Dinghai Shenzhen" that can successfully respond to various natural disasters and public health emergencies. Since 2014, China has re-examined and increased the scale of local grain reserves in accordance with the market supply requirements of “3 months in production areas, 6 months in sales areas, and 4.5 months in production and sales balance areas”. Judging from the structure of central and local government reserves, the proportion of rations such as wheat and rice exceeds 70%. In addition, the country still has a certain amount of grain at the lowest purchase price and one-time temporary grain reserves, etc., and multiple market players have also established commercial stocks for normal production and operation. Generally speaking, China has sufficient grain stocks and can fully meet the needs of market supply and emergency supply guarantee.
At present, Shanghai ’s local grain and oil reserve stocks are at historically high levels. The raw grain reserve is very abundant. The reserve grain can supply the city for more than 6 months, and the reserve oil can supply the city for more than 3 months. In the reserve variety structure, the proportion of rations such as wheat and rice exceeds 80% . It has also established a reserve of finished grain and oil, which can meet the market supply for 10 to 15 days.
Shanghai has basically formed a relatively complete food market and emergency supply security system. The grain and oil retail network covers a variety of formats such as standardized vegetable markets, hypermarkets, supermarkets, and convenience stores, supplemented by new models such as e-commerce and "Internet +" to meet the diverse needs of residents. To meet the needs of food consumption and realize convenient and easy purchase; the city has established more than 200 food situation monitoring points, nearly 800 food emergency supply and retail outlets, 16 emergency processing enterprises, 3 emergency transportation enterprises, and 16 emergency distribution centers to ensure food The market is stable.
At present, grain and oil processing enterprises with large processing capacity and supply in Shanghai have basically resumed work, with a resumption rate of more than 95%. During the epidemic situation, the enterprises reported more problems such as insufficient labor and poor transportation, which have been greatly alleviated. Other food multi-element entities are also operating normally, with a certain amount of commercial stocks for normal operations.
