Daya Bay District Accelerates The Construction of A World-class Green Petrochemical Industry Highland
Recently, Clariant, the world's leading specialty chemical products company, announced that it will build the first production plant of Exolit OP flame retardant in China at its existing base in Huizhou Daya Bay Economic and Technological Development Zone (hereinafter referred to as "Daya Bay Area"). The project invests 60 million Swiss francs (approximately 400 million yuan) and will be completed and put into production in 2023.
Since the beginning of this year, good news has been circulating in the Daya Bay Area: it has been ranked first in the "Top 30 China Chemical Parks" for three consecutive years, the ExxonMobil Huizhou ethylene project has been fully constructed, the third phase of CNOOC and Shell has stepped up the preliminary construction, and the Hengli (PTA) project is expected to be put into operation next year. ...
"Building a world-class green petrochemical industry highland." The 12th Party Congress held in Huizhou at the end of November proposed that the Daya Bay Area is currently playing a leading role in major projects and accelerating the completion and commissioning of major projects. At the same time, vigorously promote the high-end, intelligent and green development of the petrochemical industry, promote resource conservation and recycling, and build a circular economy demonstration park.
Ranked first in the "Top 30 China Chemical Parks" for three consecutive years
At present, Clariant's Exolit OP flame retardant has become the industry standard for halogen-free fire protection of engineering plastics. Exolit halogen-free flame retardants can provide fire resistance for electronic devices such as smartphones and computers, and reduce fire and smoke. The popularization of 5G technology makes a new generation of user equipment equipped with denser and more technically complex infrastructure, which require innovative flame retardants to protect.
It is foreseeable that, driven by the fast-growing electrical and electronic equipment industry, especially electric transportation, 5G communication technology, etc., the demand for Clariant's flame retardants in China and other Asian markets will grow rapidly. The project under construction this time will introduce Clariant's exclusive global leading patented technology to produce high-end halogen-free flame retardants with high performance and environmental protection.
In fact, Clariant has been associated with the Daya Bay Area for a long time. The groundbreaking ceremony of the project is also a commemoration of the tenth anniversary of Clariant Chemical (Huizhou) Co., Ltd.'s production. In 2011, Clariant established a special industrial and consumer product business unit production base here, specializing in the production of ethylene oxide derivatives. At present, Clariant’s Daya Bay area production base also includes its first ethoxylation plant in Asia, providing services to customers in the local pharmaceutical, personal care, household care and industrial application industries of Clariant’s care chemicals business.
On November 1, 2002, the CNOOC and Shell Nanhai Petrochemical Project laid the first pile on the banks of Daya Bay, announcing the official landing of the largest Sino-foreign joint venture project in China at that time. Nowadays, world-class petrochemical giants such as ExxonMobil, CNOOC and Shell Phase III, Hengli Chemicals, BASF, Clariant and other world-class petrochemical giants are rushing to the beach, and state-owned enterprises, foreign companies, and private enterprises are advancing in parallel.
Daya Bay Petrochemical Zone is already a key petrochemical industrial base for development in the country, and it is the only petrochemical industrial base listed in Guangdong Province. At present, the Daya Bay Petrochemical Zone has achieved a production capacity of 22 million tons/year of oil refining and 2.2 million tons/year of ethylene. The scale of refining and chemical integration is the first in the country, and it has been ranked first in the "Top 30 Chemical Parks in China" for three consecutive years.
In recent years, the Daya Bay Economic and Technological Development Zone has formulated a "Investment Map" to raise the threshold, accurately attract investment, and create a "Excellent Student Club". At present, there are 102 settled projects in the Daya Bay Petrochemical Zone, with a total investment of 246.1 billion yuan. Among them, the world's top 500 and industry-leading companies accounted for nearly 90% of the investment, forming an industrial chain of carbon 2, carbon 3, carbon 4, carbon 5, aromatics, and carbon 9 etc. The petrochemical industry in the park has a relevance of 95%, and the circular industry pattern has basically taken shape.
At the end of July this year, the "Fourteenth Five-Year Plan for the High-Quality Development of Manufacturing in Guangdong Province" was formally issued, and Huizhou has high hopes. Among them, Huizhou is listed as one of the core cities of the four major strategic pillar industries, including green petrochemicals. According to the plan, Huizhou will take CNOOC Huizhou Petrochemical Refinery, CNOOC Shell Ethylene and ExxonMobil Huizhou Ethylene Project as the leader, relying on the Daya Bay Petrochemical Park to establish a scientific and reasonable petrochemical industry chain with close connections between upstream, midstream and downstream.
Currently, Huizhou is accelerating the promotion of high-end, smart and green development of the petrochemical industry. 10 kilometers away from the Daya Bay Petrochemical Zone, Huizhou has a high-standard layout for the construction of the Huizhou New Material Industrial Park, realizing the "partition wall supply" with the Daya Bay Petrochemical Zone, creating a high-end fine chemical and new material industrial cluster. With the completion and commissioning of major projects such as ExxonMobil Huizhou Ethylene, CNOOC and Shell Phase III, and Hengli (PTA), it will help Huizhou to accelerate the establishment of a world-class green petrochemical industry highland.
Benchmarking world-class advanced learning experience
A world-class green petrochemical industry highland, in addition to a world-class industrial scale, it also needs a world-class management service level. In December 2018, the Daya Bay Petrochemical Zone started the construction of the "Smart Park" project. Use the new generation of information technology to establish a “smart park” management system that integrates safety, environmental protection, emergency response, and energy, and completes the construction of the “eight pillars” main frame, which will build the “four beams” and “eight pillars” that are compatible with the world-class green petrochemical industry highlands. Up to now, the main framework of the "eight pillars" in the "smart park" project has been completed and some government applications have been implemented. Next, the "cerebellum" of public security, safety supervision, and fire protection will be connected to the "brain" one after another.
In addition, the Daya Bay District is speeding up the formulation of plans for the pipeline corridors in the east and west and public works and infrastructure construction in the west, promoting the integration of public works, and providing high-quality public works products and services for enterprises in the park. In the near future, the focus will be on speeding up the construction of infrastructure such as the European and German public liquid terminal, the expansion of CNOOC and Shell Donglian terminal, the ExxonMobil liquid chemical terminal and the heavy-duty terminal, and the Hengli Petrochemical general terminal, opening up the three major projects of logistics channels from raw material import to product export. .
At present, Daya Bay District is accelerating the construction of the new West Gate, East Gate and North Gate in the petrochemical zone, optimizing and improving the park's fully enclosed management; planning large-scale vehicle lanes in the petrochemical park and North Ring Road, and hazardous chemical vehicles from the north gate. The building enters and exits the petrochemical park to ensure the safety of the park.
At the same time, the Daya Bay District has established a special team for major projects, established an efficient coordination and communication network, implemented wall chart operations, and served project construction to ensure that major projects were completed and put into production early.
