The Rise of Central China Will Welcome a New Round of Policy Dividends

Recently, China held a symposium on promoting the rise of the central region. The conference pointed out that the central region should continuously enhance its comprehensive strength and competitiveness, including promoting high-quality development of manufacturing industry, improving the ability of independent innovation in key areas, optimizing business environment, actively undertaking the layout and transfer of emerging industries, expanding high-level openness, adhering to green development, and doing a good job in key areas of people's livelihood. Improving policy measures and working mechanisms.
Insiders said that promoting the rise of the central region is an important part of the implementation of coordinated regional development in China, and an objective need to build a unified national market and promote the formation of a sound interaction and coordinated development of the eastern, western and Eastern regions. The symposium will play a vital role in the next development of the central region, and the rise of the central region will soon usher in a new round of policy dividends. In China's geographical position, the central region connects the east to the west, connects the south to the north, has developed transportation network and intensive factors of production. However, because most industries belong to traditional manufacturing industry, and the industrial structure is single, the pressure of regional economic growth and structural transformation is greater.
With the continuous inclination of national policies, the central region has ushered in a period of rapid development. The report on the achievements of economic and social development in the past 40 years of reform and opening-up by the National Bureau of Statistics shows that since 2006, the strategy of the rise of the central region has promoted the rapid economic development of the central region. The economic strength of the central region has increased significantly, and the role of industry has been obvious. The data show that by 2018, the central region will achieve a GDP of 19.27 trillion yuan, accounting for 21.4% of the country's total. The growth rates of industry, investment, consumption, import and export all rank in the front of the four major sectors of the country, and its comprehensive strength is constantly increasing.
Specifically, since the implementation of the strategy of the rise of the central region, the economy of the central region has developed rapidly. According to the fixed price, the GDP in 2017 has increased 2.1 times compared with 2006, with an average annual growth rate of 10.8%. Among them, the average annual growth rate of industrial added value was 12.5%, which was 1.7 percentage points higher than the growth rate of GDP, and played an important role in promoting economic growth.
In addition, the status of important grain production bases is stable, and the proportion of grain output in the central region to the total grain output of the country has remained stable at about 30% for many years. The status of key areas in the supply of energy and raw materials throughout the country has been consolidated. The status of modern equipment manufacturing and high-tech industry base has gradually formed, and the new generation of information technology, new energy vehicles, advanced rail transit, aerospace and other key emerging industries have developed and expanded. Significant progress has been made in the construction of modern infrastructure network system.
Bureau of Statistics, the proportion of added value of primary industry in the four regions of China in 2017 was 4.9%, 9.5%, 11.5% and 11.9% respectively, and that of tertiary industry was 53.1%, 45.0%, 46.7% and 50.8% respectively. The added value of tertiary industry in the central region was significantly lower than that in other regions. For this reason, the meeting clearly pointed out that the central region should accelerate the transformation of new and old kinetic energy, consolidate the achievements of "three go, one fall and one supplement", and speed up the cage change for birds and Phoenix Nirvana. We should focus on leading industries, accelerate the cultivation of emerging industries, transform and upgrade traditional industries, develop modern service industries and seize opportunities for the development of digital economy. We should improve the mechanism of transfer and transformation of scientific and technological achievements, and find a way of deep integration of innovation chain, industry chain, talent chain, policy chain and capital chain. The meeting emphasized that the rise of central China should promote the high-quality development of manufacturing industry, actively integrate into a new round of technological and industrial revolution, accelerate the application of digital, networked and intelligent technologies in various fields, and promote the quality, efficiency and power changes of manufacturing development.
In fact, the six central regions are ready for the next step of development. From the perspective of Hubei Province, in 2018, Hubei issued "Some Opinions of the People's Government of Hubei Province on Accelerating the Conversion of New and Old Kinetic Energy", pointing out that in the next five years, the level of digitization, gridding, intellectualization, greening and service-oriented manufacturing industry in Hubei Province will be improved; the proportion of new economic added value in secondary and tertiary industries will reach about 30%, the contribution rate of scientific and technological progress will increase to over 60%; the proportion of service industry added value will In Shanxi, according to Xie Hong, director of Shanxi Science and Technology Department, Shanxi will focus on strengthening the construction of the main position of technological innovation, implementing "seed plan", "seedling-raising plan" and "growth plan" to promote the development of a series of high-tech enterprises, increasing financial investment in science and technology, and encouraging and guiding society and enterprises to carry out R&D activities. Start the Shanxi Science and Technology Finance Innovation and Development Project, through the "government-bank" cooperation, carry out the pilot project of credit risk compensation for science and technology enterprises, to help small and medium-sized technology enterprises solve the financing difficulties and expensive financing problems.
The previous three-year plan of action for the development of artificial intelligence industry in Hunan Province (2019-2021) put forward that by 2021, the scale of the core industry of artificial intelligence in Hunan Province will reach 10 billion yuan, and the scale of related industries will reach 100 billion yuan.
Symposium on Promoting the Rise of the Central Region pointed out that it is necessary to keep abreast of the requirements of high-quality development, take advantage of the momentum and do solid work to promote the rise of the Central Region to a new level. The meeting also made clear that we should improve policy measures and working mechanisms, increase support for the rise of the central region, study and propose policy measures to promote high-quality development of the central region, and strengthen overall coordination. Industry experts pointed out that the Symposium on promoting the rise of the central region had given a clear signal, and it was expected that the rise of the central region would soon usher in a new era.
