Guangdong has promulgated the first national local regulation on cosmetic safety

Since July 1, Guangdong Cosmetics Safety Regulations will be formally implemented. Journalists learned from the Guangdong Provincial Drug Administration that the Guangdong Cosmetics Safety Regulations will be formally implemented from July 1. This Regulation is the first local regulation of cosmetic safety supervision in China.
It is reported that the current national cosmetics regulation is the Regulation on Hygienic Supervision of Cosmetics, which has not been revised in the past 30 years. As a big province which accounts for half of the cosmetics industry in China, Guangdong has taken the lead in formulating new safety regulations through local legislation, improving the corresponding regulatory system, and providing legal and regulatory basis and guarantee for the whole industry and consumers. The relevant person in charge of Guangdong Drug Administration disclosed that there are more than 2600 cosmetics manufacturing enterprises in Guangdong Province, accounting for about 55% of the national total. The timely formulation of local laws and regulations will play an active role in standardizing the cosmetics market of the whole province, guiding enterprises to standardize production, establishing a more orderly market competition environment, cracking down on illegal acts, improving the competitiveness of enterprises and promoting industrial development.
Regulations specify the requirements for the producers to obtain production license and product registration and record, stipulate the requirements for the manufacturers to strengthen production management and establish traceability system for the whole production process, and realize traceability of the whole process from the aspects of cosmetic material supply management, production process and quality control, inspection, sample retention and sales. According to the idea of strengthening supervision after the event, the Regulations clearly stipulate the main responsibility of operating enterprises. Introduction by Ye Yongcai, Director of Regulations and Science and Technology Department of Guangdong Pharmaceutical Regulatory Bureau. The first regulation is the transition from cosmetic hygiene supervision to safety supervision. The focus of cosmetic supervision should be extended from cosmetic hygiene supervision to cosmetic hygiene, quality and use supervision. The second is to strictly control the whole process of cosmetic production. Regulations should establish and implement production management and production records and other systems; third, strict control of cosmetics raw materials. The raw materials required for the production of cosmetics should conform to the relevant national standards or regulations. Fourth, the labeling and labeling regulations for cosmetics should be clearly defined. The information and instructions required for labeling cosmetics should conform to the national regulations, and the labeled ingredients should be consistent with the actual formula of the product. Fifthly, the regulations for network operation of cosmetics should be clarified. It is required that the e-commerce platform of cosmetics should register the name of the cosmetics operators entering the platform and verify their business qualifications, so as to clarify their respective safety management responsibilities. Regulations were considered and adopted by the 11th meeting of the Standing Committee of the 13th People's Congress of Guangdong Province on March 28, 2019. There are six chapters and sixty-five articles in the Regulations.
