Regulations on Supervision of Central Ecological Environment Protection issued

Journalist learned that recently, the General Office of the Central Committee of the Communist Party of China and the General Office of the State Council issued the Regulations on the Supervision of Central Ecological Environment Protection, requiring local governments to strengthen supervision accountability and achieve both remedies. The provisions propose that leading cadres of local and unit Party and government who fail to perform or improperly perform their duties and cause damage to the ecological environment should be accountable seriously, accurately and effectively in accordance with the law and discipline; those who fail to do so should be accountable for the relevant personnel.

Regulations require that the central government implement the supervision system of ecological environment protection, set up full-time supervision institutions, and carry out ecological environment protection supervision coatings for Party committees and governments of provinces, autonomous regions, municipalities directly under the Central Government, relevant departments of the State Council and relevant central enterprises. The central ecological environment protection supervision includes routine supervision, special supervision and "looking back" and so on. Among them, the contents of the routine supervision of the central ecological environment protection include: the implementation of the party and government responsibility for the ecological environment protection, the promotion of the double responsibilities of one post and the construction of long-term mechanism; highlighting the ecological environment problems and treatment; regional watersheds with deteriorating ecological environment quality and the improvement situation, etc. The provisions propose that, in principle, during the term of office of the Central Committee of the Party, regular inspections should be carried out on Party committees and governments of provinces, autonomous regions and municipalities directly under the Central Government, relevant departments of the State Council and relevant central enterprises, and "looking back" on the situation of supervision and rectification should be carried out according to needs; and special inspections should be carried out by inspection organizations to highlight the ecological environment problems. At the same time, China will set up a leading group of the central ecological environment protection supervision. The leader and vice-Leader of the leading group will be determined by the Party Central Committee and the State Council through research. The constituent departments include the Central Office, the Central Organization Department, the Central Propaganda Department, the General Office of the State Council, the Ministry of Justice, the Ministry of Ecological Environment, the Audit Department and the Supreme People's Procuratorate.
