In principle, it is forbidden to build or expand traditional industrial projects with excess capacity, such as steel, electrolytic aluminium, cement, glass, traditional coal chemical industry (methanol, synthetic ammonia), coking, foundry, carbon for aluminium, and other industries, such as refractories, ceramics, etc., which only increase production capacity, and to build or expand projects and enterprises using coal as fuel.

The Plan points out that Zhengzhou will also intensify its capacity reduction efforts, and eliminate backward and substandard enterprises that can not meet the standards by the end of 2020.
