Focus on energy work this year: enhance supply security capacity, crude oil production back to 200 million tons

  Wind power and photovoltaic power generation accounted for about 12.2% of the proportion of electricity consumption of the whole society.

  The National Energy Administration announced on the 29th the "Guidance on Energy Work in 2022" (hereinafter referred to as "Guidance").

  The Guidance puts "enhancing supply security capacity" at the top of the three main objectives, proposing "to guarantee energy security and stable supply as the primary task, and focus on enhancing domestic energy production security capacity, so as to effectively put the rice bowl of energy firmly in our own hands". The remaining two main objectives are to steadily promote structural transformation and to focus on improving quality and efficiency.

  This differs from the 2021 Energy Work Guidelines, which put "energy structure" at the top of the list of main objectives.

  This year's Guidance puts forward a series of quantitative targets around these three main objectives: total national energy production will reach around 4.41 billion tonnes of standard coal, crude oil production around 200 million tonnes and natural gas production around 214 billion cubic metres.

The installed power generation capacity will reach 2.6 billion kilowatts, the power generation capacity will reach 9.07 trillion kilowatt-hours, the new peak power generation capacity will be more than 80 million kilowatts, and the transmission capacity of "west-east power transmission" will reach 290 million kilowatts.

  It is worth noting that the Guidance further specifies that "we will resolutely complete the set target of returning to 200 million tons of crude oil production by 2022". According to the National Bureau of Statistics, China's crude oil production was 215 million tonnes in 2015 and fell below 200 million tonnes in 2016, followed by a continuous decline until 2019, when production will rebound to 199 million tonnes in 2021.

  Regarding structural transformation targets, the Guiding Opinions propose that the proportion of coal consumption steadily decreases, the proportion of non-fossil energy in total energy consumption increases to around 17.3%, new electricity substitution of around 180 billion kilowatt hours, and the proportion of wind power and photovoltaic power generation in total social electricity consumption reaches around 12.2%.
