Recently, the Shanghai Health and Health Commission issued the Circular of the Detailed Rules for the Implementation of the Management Measures for Clinical Application of Medical Technology in Shanghai, publishing the negative list of restricted medical technology. The notification proposed the establishment of a negative list management system for clinical application of medical technology. For medical technology not included in the catalogue of prohibited and restricted technologies, the medical institutions that decide to use such technologies shall self-manage. For the prohibited technology catalogue, there are 15 items according to the national restrictive medical technology catalogue (2015 edition) and 30 items according to the Shanghai restrictive medical technology catalogue (2019 edition). The notification is clear that Shanghai medical institutions bear the main responsibility for the clinical application and management of their medical technology. Medical institutions should carry out medical technical services in accordance with their technical capabilities. The principal person in charge of a medical institution is the first person responsible for the management of clinical application of medical technology in the institution.

Hospitals at or above the second level, maternal and child health hospitals and specialized disease prevention and control institutions should set up specialized organizations for clinical application management of medical technology, which are related to clinical, management and ethics by the heads of medical, quality management, pharmacy, nursing, sense of hospital and equipment departments, and with qualifications for senior technical posts. Medical institutions shall formulate their catalogue of clinical application management of medical technology and adjust it in time to carry out graded management of the operations in the catalogue. The operation management shall be carried out in accordance with the relevant provisions of the State on the grading management of operations.

Medical institutions shall, in accordance with the law, allow medical personnel to implement medical technology appropriate to their professional abilities, and establish medical personnel clinical application management files for medical technology, which shall be incorporated into the management of personal professional technical files. Establish the system of operation authorization and dynamic management for doctors, grant or cancel the corresponding operation level and specific operation authority according to the professional ability and training of doctors.

The catalogue of restricted medical technology, the catalogue of surgical grading management and the clinical application of restricted medical technology carried out by medical institutions should be included in the scope of hospital affairs publicity of the institution, and should be open to the society voluntarily and subject to social supervision.
