Safety Risk Assessment of Chemical Parks in Shaanxi Province

China Chemical Daily reporter learned from Shaanxi Emergency Management Department on December 12 that the province started a two-month safety risk assessment of chemical industry parks in August, involving 31 chemical industry parks (concentration areas) in the province, which will be qualitatively and quantitatively analyzed to confirm the degree of safety risk control.
This risk assessment is mainly based on the assessment of the status quo of chemical industry parks, taking into account the pre-assessment of future development planning. Based on a comprehensive understanding of the overall development plan, industrial positioning and development status of the chemical industry park, the overall layout of the chemical industry park, the distribution of enterprises and the surrounding environment, the existing or potential dangerous and harmful factors will be fully identified, and the degree of safety risk control will be confirmed, so as to promote the safety production and environmental safety of the chemical industry park. Measures to prevent accidents, control risks, reduce accident losses and impacts are put forward.
It is understood that the assessment includes five aspects, namely, safety risk assessment of Chemical Park location, safety risk assessment of overall layout of the park, safety-related risk assessment of built enterprises in the park, safety risk assessment of public utilities and logistics transportation in the park, safety management of the park and assessment of emergency response capability. The safety risk assessment of the overall layout of the park involves the analysis of the shortcomings and unreasonable contents of the regional planning and general layout planning of the chemical park from the aspects of industrial characteristics, division of main functional areas, enterprise distribution, upstream and downstream industrial chains, logistics transportation, natural conditions, etc., and puts forward the layout adjustment and construction. Proposals are made on the industrial selection of enterprises to be introduced into the planning and construction area, the types of limited (controlled) enterprises, the distribution of enterprises to be built, the logistics transportation and parking lots for dangerous chemicals transportation, etc. At present, Shaanxi Emergency Management Department has entrusted third-party organizations to organize relevant experts to carry out comprehensive risk assessment for five provincial chemical parks, and the remaining 26 cities and counties chemical parks will be completed by the end of September.
